Cambodian Government Bans Airing of Foreign Radio Programs
The Cambodian government has ordered local radio stations to stop broadcasting foreign programs ahead of general elections in a move widely seen as a major setback to media freedom in the country and aimed at stifling the voice of the opposition.
Prime Minister Hun Sen's administration on Tuesday asked all FM stations to cease rebroadcasting Khmer-language radio programs by foreign broadcasters in the run-up to the July 28 elections, saying the move was aimed at "forbidding" foreigners in Cambodia from campaigning for any group in the polls.
Local stations who flout the order face legal action.

(Tripoli) – Libyan authorities should allow displaced residents of the city of Tawergha to return to their homes safely. Local authorities in Ajdabiya turned back a group of Tawerghans on June 25, 2013. Some had left Benghazi in a convoy of about 40 cars for Tawergha, 750 kilometers west, only to be barred passage in Ajdabiya, 150 kilometers from Benghazi.
Tawerghans fled their hometown in August 2011 as armed fighters from the nearby city of Misrata approached. About 35,000 Tawerghans are dispersed across the country and have been prevented from returning by armed groups from Misrata. The Misrata groups accuse Tawerghans of fighting with pro-Gaddafi forces during the 2011 conflict and committing war crimes in Misrata.

KANO, 27 June 2013 (IRIN) - Youths in northern Nigeria’s Borno State, where many members of the radical Islamist group Boko Haram (BH) have been arrested in recent weeks, are increasingly joining vigilante gangs to pass on the identity of BH members to the military-police Joint Task Force (JTF) following a string of deadly attacks on schools, according to vigilante groups and residents of Borno State capital, Maiduguri.
"Vigilante groups are springing up in neighbourhoods to counter BH and many young men are joining them,” Abubakar Mallum, the leader of a vigilante group in Maiduguri, told IRIN. “BH has declared war on youths in Maiduguri and Damaturu, which has motivated many young men to join. The battle line has been drawn. Youths have realized they either fight by exposing BH or they risk being killed by BH,” he said.

The numbers of arrivals in Yemen from the Horn of Africa in the last three years has doubled - from 53,382 in 2010 to a record 107,532 in 2012.

Two Uyghurs Believed Killed in Hotan Violence
Fresh violence broke out in Xinjiang Friday in the second shooting in two days, with one resident saying that at least two ethnic minority Uyghurs may have been shot dead by police.
Sources said that the shooting took place as a group of Muslim Uyghurs were returning home following midday prayers at a mosque in Hanerik township near Hotan (in Chinese, Hetian) city.
“As a group of young Uyghurs on motorcycles were leaving the mosque, they were shouting religious slogans,” a resident told RFA’s Uyghur Service, speaking on condition of anonymity.
“The police were frightened and started shooting at them … At least two died and one was injured.”
The deaths and injury could not be independently verified.
The violence came two days after attacks on police and government establishments by disgruntled Uyghurs in Turpan prefecture's Lukchun township killed dozens.

A visit to Tibet’s regional capital Lhasa by a senior U.S. diplomat this week was highly staged, with all signs of a typically heavy security presence removed from central areas in the city before his delegation’s arrival, according to a source inside Tibet.
U.S. Ambassador to China Gary Locke arrived in the normally tense and tightly controlled city, the scene of violent 2008 protests against Chinese rule, on Tuesday afternoon for a four-day visit, a local resident told RFA’s Tibetan Service this week.
“The police posts and armored vehicles stationed in Lhasa city and the [central] Barkhor area were gone,” RFA’s source said, speaking on condition of anonymity.

Laos Gripped by Deadly Dengue Fever Surge
Laos is gripped by a deadly surge in dengue fever cases, with at least 50 people dead so far this year in an outbreak of the mosquito-borne disease expected to be one of the country’s worst.
Some 14,000 dengue cases have been reported so far, at least a 10-fold jump over the same period last year, and the number is expected to rise in coming months as the rainy season progresses. Official media predicted that 250 people could perish this year from the deadly disease.
The World Health Organization said this week that infections had reached the level of an epidemic alert, and last week the organization’s representative in Laos Li Yungguo warned that Laos could face “the worst dengue epidemic in its history.”

Afghanistan: Defend Women’s Rights | Human Rights Watch
(Kabul) – The Afghan government should adopt strong measures to protect women’s rights in advance of the deadline at the end of 2014 for withdrawal of international combat forces, Human Rights Watch said today. On July 10, 2013, Afghanistan will for the first time appear before the United Nations committee that will review its compliance with the Convention on the Elimination of All Forms of Discrimination against Women.
In recent weeks, several incidents have increased concerns about the government’s commitment to women’s rights. In May, President Hamid Karzai told women’s rights activists that he is unable to support further efforts to protect Afghanistan’s law against violence against women. Also in May, an effort to gain parliamentary approval for a key law on violence against women ended in shambles, and the lower house of parliament voted to abolish a set-aside for women on provincial councils.
