BEIRUT — The killing of dozens of civilians, including at least 26 children, by Syrian forces in a village in central Syria drew harsh condemnation from the United Nations on Saturday amid growing questions about the effectiveness of a U.N. monitoring mission that is supposed to be observing a cease-fire.
