House Panel Says Deaths of Armenians Were Genocide

WASHINGTON — The House Foreign Affairs Committee voted narrowly on Thursday to condemn as genocide the mass killings of Armenians early in the last century, defying a last-minute plea from the Obama administration to forgo a vote that seemed sure to offend Turkey and jeopardize delicate efforts at Turkish-Armenian reconciliation.

The vote on the nonbinding resolution, a perennial point of friction addressing a dark, century-old chapter of Turkish history, was 23 to 22. A similar resolution passed by a slightly wider margin in 2007, but the Bush administration, fearful of losing Turkish cooperation over Iraq, lobbied forcefully to keep it from reaching the House floor. Whether this resolution will reach a floor vote remains unclear.

In Ankara, the office of Prime Minister Recep Tayyip Erdogan immediately issued a sharp rebuke. “We condemn this bill that denounces the Turkish nation of a crime that it has not committed,” the statement said. Ambassador Namik Tan, who had only weeks ago taken up his post in Washington, has been recalled to Ankara, the capital, for consultations, according to the statement.

Historians say that as many as 1.5 million Armenians died amid the chaos and unrest surrounding World War I and the disintegration of the Ottoman Empire. Turkey denies, however, that this was a planned genocide, and had mounted a vigorous lobbying campaign against the resolution.

A White House spokesman, Mike Hammer, said that Secretary of State Hillary Rodham Clinton had told Representative Howard L. Berman, the committee chairman, late Wednesday that a vote would be harmful, jeopardizing Turkish-Armenian reconciliation efforts that last year yielded two protocols aimed at a thawing of relations.

President Obama spoke to President Abdullah Gul of Turkey on Wednesday to endorse the efforts at normalization with Armenia, said Philip J. Crowley, a State Department spokesman.

“We’ve pressed hard to see the progress that we’ve seen to date, and we certainly do not want to see that jeopardized,” he said.

The timing of the administration’s plea seemed to catch some committee members by surprise. Early in the meeting on Thursday, the ranking Republican member, Representative Ileana Ros-Lehtinen of Florida, said that the administration had taken no position on the vote. But several minutes later she requested time to correct herself: an aide had handed her an news article describing the administration’s newly announced opposition.

Suat Kiniklioglu, a member of Turkey’s Parliament who was in Washington to meet with lawmakers, said later that he thought the intervention by Mrs. Clinton — who was asked about the resolution last week before the same House committee, but did not condemn it explicitly — had come too late.

“It was done in a fashion to be able to allow this administration to say in future, when things go wrong, that they did intervene” in support of Turkey, he said.

Bryan Ardouny, executive director of the Armenian Assembly of America, also said he doubted Mrs. Clinton’s intervention had changed much. “It was closer than anticipated,” he said of the vote, “but at the end of the day the truth prevailed and the members made a very affirmative statement in the face of the opposition.”

Committee members were clearly torn between what they said was a moral obligation to condemn one of the darkest periods of the last century and the need to protect a relationship with Turkey, a NATO partner vital to American regional and security interests on issues from Afghanistan to Iran.

“This is not one of those issues that members of Congress look forward to voting on,” said Representative Gary L. Ackerman, Democrat of New York.

Like nearly every member, Mr. Berman saluted Turkey as an important ally. “Be that as it may,” he added, “nothing justifies Turkey’s turning a blind eye to the reality of the Armenian genocide.”

“The Turks say passing this resolution could have terrible consequences for our bilateral relationship,” Mr. Berman said. “But I believe that Turkey values its relations with the United States at least as much as we value our relations with Turkey.”

While still in the Senate, Mr. Obama had described the killings of Armenians at Ottoman hands as genocide. Mrs. Clinton, also then a senator, had taken a similar stance.

Last year, she strongly supported talks that led to two protocols between Turkey and Armenia calling for closer ties, open borders and the creation of a commission to examine the historical evidence in dispute.

Those accords, not yet ratified by either nation’s parliament, could now be endangered, opponents of the resolution said. “This is a fragile process that destabilizes the protocols,” said Representative Dan Burton, Republican of Indiana.

In Istanbul, Ozdem Sanberk of Global Political Trends Center at Istanbul Kultur University, agreed that the protocols would suffer. “With this result,” he said, “the effectiveness of the ethnic lobbies got maximized and American foreign policy got hurt.”

Genocide charge for Khmer Rouge leader Khieu Samphan

A UN-backed tribunal in Cambodia has charged Khieu Samphan, formerly the head of state for the Khmer Rouge, with genocide.

The move came after genocide charges were filed against two other Khmer Rouge leaders, Ieng Sary and Nuon Chea.

All the genocide charges relate to the men's treatment of Cambodia's Vietnamese and Muslim minorities.

All three men had already been charged with war crimes and crimes against humanity.

Those charged are already in pre-trial detention although the trial is not expected to begin before 2011.

Denial

Up to two million people are thought to have died under the Khmer Rouge's rule.

Khieu Samphan, 78, has never denied these deaths, but both he and his lawyers insist that, as head of state, he was never directly responsible.

One member of his defence team is the infamous French lawyer Jacques Verges, whose previous clients have included Nazi war criminal Klaus Barbie and Venezuelan hijacker Carlos the Jackal.

Mr Verges, 83, has known Khieu Samphan since they were both involved in left-wing student activities in France in the 1950s.

    A court official confirmed that the allegations related to the treatment of two minority groups: Cham Muslims and ethnic Vietnamese people.

    Researchers believe that the Khmer Rouge killed hundreds of thousands of Chams because of their religious beliefs.

    The accusation of genocide carries enormous symbolic weight, says the BBC's Guy De Launey in Cambodia's capital, Phnom Penh.

    Final arguments were heard last month in the trial of Khmer Rouge prison chief Kaing Guek Eav, known as Comrade Duch, who has admitted being responsible for overseeing the deaths of 15,000 people.

    Judges at the tribunal are expected to rule on his verdict early next year.

    Although it has been strangely ignored in the Western press, one of the most destructive wars in modern history has been going on in the Democratic Republic of Congo, Africa's third-largest country. During the past eleven years millions of people have died, while armies from as many as nine different African countries fought with Congolese government forces and various rebel groups for control of land and natural resources. Much of the fighting has taken place in regions of northeastern and eastern Congo that are rich in minerals such as gold, diamonds, tin, and coltan, which is used in manufacturing electronics.

    Few realize that a main force driving this conflict has been the largely Tutsi army of neighboring Rwanda, along with several Congolese groups supported by Rwanda. The reason for this involvement, according to Rwandan president Paul Kagame, is the continued threat to Rwanda posed by the Democratic Forces for the Liberation of Rwanda (FDLR), a Hutu militia that includes remnants of the army that carried out the 1994 Rwandan genocide. Until now, the US and other Western powers have generally supported Kagame diplomatically. And in January, Congo president Joseph Kabila, whose weak government has long had limited influence in the eastern part of the country, entered a surprise agreement with Kagame to allow Rwandan forces back into eastern Congo to fight the FDLR. But the extent of the Hutu threat to Rwanda is much debated, and observers note that Rwandan-backed forces have themselves been responsible for much of the violence in eastern Congo over the years.



    Rwanda's intervention in Congo began in 1996. Two years earlier, Kagame's Rwandan Patriotic Front (RPF) had invaded Rwanda from neighboring Uganda, defeating the government in Kigali and ending the genocide of some 800,000 Tutsis and moderate Hutus. As Kagame installed a minority Tutsi regime in Rwanda, some two million Hutu refugees fled to UN-run camps, mostly in Congo's North and South Kivu provinces. These provinces, which occupy an area of about 48,000 square miles—slightly larger than the state of Pennsylvania—are situated along Congo's eastern border with Uganda, Rwanda, and Burundi and together have a population of more than five million people. In addition to containing rich deposits of minerals, North and South Kivu have, since the precolonial era, been subject to large waves of migration by people from Rwanda, including both Hutus and Tutsis. In recent decades these Rwandans have competed with more established residents for control of land.

    Following Kagame's consolidation of power in Rwanda, a large invasion force of Rwandan Tutsis arrived in North and South Kivu to pursue Hutu militants and to launch a war against the three-decade-long dictatorship of Congo (then known as Zaire) by Mobutu Sese Seko, whom they claimed was giving refuge to the leaders of the genocide. With Rwandan and Ugandan support, a new regime led by Laurent Kabila was installed in Kinshasa, the Congolese capital. But after Kabila ordered the Rwandan troops to leave in 1998, Kagame responded with a new and even larger invasion of the country.

    Kabila's hold on power was saved at this point by Angola and Zimbabwe, which rushed troops into Congo to repel the Rwandan invaders. Angola was motivated by fears that Congolese territory would be used as a rear base by the longtime Angolan rebel leader Jonas Savimbi, following the renewed outbreak of that country's civil war. Zimbabwe appears to have been drawn by promises of access to Congolese minerals. The protracted and inconclusive conflict that followed has become what Gérard Prunier, in the title of his sprawling book, calls "Africa's World War," a catastrophic decade of violence that has led to a staggering 5.4 million deaths, far more than any war anywhere since World War II.[1] It also has resulted in one of the largest—and least followed—UN interventions in the world, involving nearly 20,000 UN soldiers from over forty countries.

    Throughout this conflict, Rwanda—a small, densely populated country with few natural resources of its own—has pursued Congo's enormous mineral wealth. Initially, the Rwandan Patriotic Front was directly operating mining businesses in Congo, according to UN investigators; more recently, Rwanda has attempted to maintain control of regions of eastern Congo through various proxy armies. Among these, none has been more lethal than the militia led by Laurent Nkunda, Congo's most notorious warlord, whose record of violence in eastern Congo includes destroying entire villages, committing mass rapes, and causing hundreds of thousands of Congolese to flee their homes.

    Nkunda is a Congolese Tutsi who is believed to have fought in both the Rwandan civil war and the subsequent war against Mobutu. In 2002, he was dispatched by the Rwandan government to Kisangani—an inland city in eastern Congo whose nearby gold mines have been fought over by Ugandan and Rwandan-backed forces. Nkunda committed numerous atrocities there, including the massacre of some 160 people, according to Human Rights Watch. In 2004, Nkunda declined a military appointment by Congo's transitional government, choosing instead to back a Tutsi insurgency in North Kivu near the Rwandan border. He claimed that his actions were aimed at preventing an impending genocide of Tutsis in Congo. Most observers say that these claims were groundless.

    Nkunda's insurgency was put down, but clashes between his rebels, government forces, and other groups continued to foster ethnic tensions in eastern Congo, including widespread sexual violence against women; in 2005, the UN estimated that some 45,000 women were raped in South Kivu alone.[2] And in the fall of 2008, Nkunda—apparently with Kagame's encouragement—led a new offensive of Tutsi rebels in North Kivu that uprooted about 200,000 civilians and threatened to capture the city of Goma, near the Rwandan border.

    In January 2009, however, the Rwandan government made a surprise decision to arrest Nkunda. Kagame's willingness to move against Nkunda appears to stem, in part, from increasing international scrutiny of Rwanda's meddling in eastern Congo. The arrest took place just after the release of a UN report documenting Rwanda's close ties to the warlord, and concluding that he was being used to advance Rwanda's economic interests in Congo's eastern hinterlands. The report stated that Rwandan authorities had "been complicit in the recruitment of soldiers, including children, have facilitated the supply of military equipment, and have sent officers and units from the Rwandan Defense Forces," while giving Nkunda access to Rwandan bank accounts and allowing him to launch attacks on the Congolese army from Rwandan soil.

    Following Nkunda's arrest, Congo president Joseph Kabila agreed to allow Rwandan forces to conduct a five-week joint military operation in eastern Congo against Hutu rebels.[3] But attacks against civilians have increased precipitously since the joint operation, and with Hutu and Tutsi militias still active it remains unclear whether there will be a lasting peace between Rwanda and Congo.

    Africa's World War is the most ambitious of several remarkable new books that reexamine the extraordinary tragedy of Congo and Central Africa since the Rwandan genocide of 1994. Along with René Lemarchand's The Dynamics of Violence in Central Africa and Thomas Turner's The Congo Wars: Conflict, Myth and Reality, Prunier's Africa's World War explores arguments that have circulated among scholars of sub-Saharan Africa for years. Prunier himself, who is an East Africa specialist at the University of Paris, has previously written a highly regarded account of the genocide. But these books will surprise many whose knowledge of the region is based on popular accounts of the genocide and its aftermath. In all three, the Kagame regime, and its allies in Central Africa, are portrayed not as heroes but rather as opportunists who use moral arguments to advance economic interests. And their supporters in the United States and Western Europe emerge as alternately complicit, gullible, or simply confused. For their part in bringing intractable conflict to a region that had known very little armed violence for nearly thirty years, all the parties—so these books argue—deserve blame, including the United States.

    The concentrated evil of the methodical Hutu slaughter of Tutsis in 1994 is widely known. For many it has long been understood as a grim, if fairly simple, morality play: the Hutus were extremist killers, while the Tutsis of the RPF are portrayed as avenging angels, who swooped in from their bases in Uganda to stop the genocide. But Lemarchand and Prunier show that the story was far more complicated. They both depict the forces of Kagame's Rwandan Patriotic Front as steely, power-driven killers themselves.

    "When the genocide did start, saving Tutsi civilians was not a priority," Prunier writes. "Worse, one of the most questionable of the RPF ideologues coolly declared in September 1994 that the 'interior' Tutsi"—those who had remained in Rwanda and not gone into exile in Uganda years earlier—"deserved what happened to them 'because they did not want to flee as they were getting rich doing business'" with the former Hutu regime. He also notes that the RPF "unambiguously opposed" all talk of a foreign intervention, however unlikely, to stop the genocide, apparently because such intervention could have prevented Kagame from taking full power.

    Moreover, slaughter during the one hundred days of genocide was not the monopoly of the Hutus, as is widely believed. Both Lemarchand and Prunier recount the work of RPF teams that roamed the countryside methodically exterminating ordinary, unarmed Hutu villagers.[4] This sort of killing, rarely mentioned in press accounts of the genocide, continued well after the war was over. For example, on April 22, 1995, units of the new national army surrounded the Kibeho refugee camp in south Rwanda, where about 150,000 Hutu refugees stood huddled shoulder to shoulder, and opened fire on the crowd with rifles and with 60mm mortars.[5] According to Prunier, a thirty- two-member team of the Australian Medical Corps had counted 4,200 corpses at the camp before being stopped by the Rwandan army. Prunier calls the Kagame regime's use of violence in that period "something that resembles neither the genocide nor uncontrolled revenge killings, but rather a policy of political control through terror."

    Some commentators in the United States have viewed Kagame as a sort of African Konrad Adenauer, crediting him with bringing stability and rapid economic growth to war-torn Rwanda, while running an administration considered to be one of the more efficient in Africa. In the nine years he has led the country (after serving as interim president, he won an election to a seven-year term in 2003), he has also gotten attention for the reconciliation process he has imposed on villages throughout Rwanda.

    Firmly opposed to such views, the three authors reviewed here characterize Kagame's regime as more closely resembling a minority ethnic autocracy. In a recent interview, Prunier dismissed the recently much-touted reconciliation efforts, calling post-genocide Rwanda "a very well-managed ethnic, social, and economic dictatorship." True reconciliation, he said, "hinges on cash, social benefits, jobs, property rights, equality in front of the courts, and educational opportunities," all of which are heavily stacked against the roughly 85 percent of the population that is Hutu, a problem that in Prunier's view presages more conflict in the future. In his book, Lemarchand, an emeritus professor at the University of Florida who has done decades of fieldwork in the region, observes that Hutus have been largely excluded from important positions of power in Kagame's Rwanda, and that the state's military and security forces are pervasive. "The political decisions with the gravest consequences for the nation...are undertaken by the RPF's Tutsi leadership, not by the political establishment," he writes.

    Those concerns are shared by human rights groups, which have documented the suppression of dissent in Rwanda.Freedom House ranked Rwanda 183 out of 195 countries in press freedom in 2008, while Amnesty International and Human Rights Watch have also described the Rwandan government as imposing harsh and arbitrary justice—including long-term incarceration without trial and life sentences in solitary confinement. Other Western observers and human rights activists have noted that the International Criminal Tribunal for Rwanda has never properly investigated atrocities committed by Tutsis. In June, more than seventy scholars from North American and European universities wrote an open letter to the UN secretary-general, President Barack Obama, and Prime Minister Gordon Brown expressing "grave concern at the ongoing failure" of the tribunal to bring "indictments against those soldiers of the Rwandan Patriotic Front (RPF) who committed crimes against humanity and war crimes in Rwanda in 1994," and warning that this omission may cause the tribunal "to be dismissed as 'victor's justice.'"

    On the question of Rwanda's principal motive for seeking to control or destabilize eastern Congo, the books broadly agree: Kagame and his government want, as Lemarchand writes, "continued access to the Congo's economic wealth." Lemarchand says that within Congo itself the FDLR poses a "clear and present danger to Tutsi and other communities." Like Prunier, though, he concludes that the threat the Hutu group poses to Rwanda's own security is "vastly exaggerated," noting that its fighters "are no match" for Rwandan and Rwanda-backed forces amounting to "70,000 men under arms and a sophisticated military arsenal, consisting of armored personnel carriers (APCs), tanks, and helicopters."

    Thomas Turner draws parallels between the exploitation of Congo by Rwanda and Uganda and the brutal late-nineteenth-century regime of King Leopold of Belgium, whose thirst for empire drove his acquisition of what became known as the Congo Free State. Citing a 2001 United Nations investigation of the conflict, Turner concludes:

    Resource extraction from eastern Congo, occupied by Uganda and Rwanda until recently, would seem to constitute "pure" pillage.... Much as in Free State days, the Congo was financing the occupation of a portion of its own territory. Unlike Free State days, none of the proceeds of this pillage were being reinvested.

    According to a 2005 report on the Rwandan economy by the South African Institute for Security Studies, Rwanda's officially recorded coltan production soared nearly tenfold between 1999 and 2001, from 147 tons to 1,300 tons, surpassing revenues from the country's main traditional exports, tea and coffee, for the first time. "Part of the increase in production is due to the opening of new mines in Rwanda," the report said. "However, the increase is primarily due to the fraudulent re-export of coltan of Congolese origin."

    When Rwanda moved to invade Mobutu's Zaire in 1996, Prunier says, the country's administration "was so rotten that the brush of a hand could cause it to collapse." Since the 1960s, Congo had remained relatively stable by virtue of a confluence of circumstances, which suddenly no longer held. After backing the wrong side during the Rwandan genocide, France had lost its will or interest in playing its longtime part as regional patron to several client regimes. Following the removal of Mobutu, who often did the bidding of Western powers, there was no longer any clear regional strongman to mediate disputes. The allegiance of African states to the idea of permanently fixed borders, which had held firm since independence, was being challenged. And finally, the vacuum created by Mobutu's overthrow unleashed fierce competition for Congolese coltan and other resources and led to what Turner calls the "militarization of commerce" by both foreign governments and rebel groups.

    In allowing the Rwandan invasion of Zaire, the United States had two very different goals. The most immediate was the clearing of over one million Hutu refugees from UN camps near the Rwandan border, which had become bases for vengeful elements of the defeated Hutu army and Interahamwe militia, the agents of the Rwandan genocide. In Prunier's telling:

    When Assistant Secretary of State for African Affairs Susan Rice came back from her first trip to the Great Lakes region [of East Africa], a member of her staff said, "Museveni [of Uganda] and Kagame agree that the basic problem in the Great Lakes is the danger of a resurgence of genocide and they know how to deal with that. The only thing we [i.e., the US] have to do is look the other way."

    The gist of Prunier's anecdote is correct, except that participants have confirmed to me that it was Rice herself who spoke these words.

    In fact, getting the Hutu militia out of the UN camps was rapidly achieved in November 1996 by shelling them from Rwandan territory. Thereafter, the war against Mobutu dominated international headlines, overshadowing a secret Rwanda campaign that targeted for slaughter the Hutu populations that had fled into Congo. Here again, Washington provided vital cover.

    At the time, the American ambassador to Congo, Daniel Howard Simpson, told me flatly that the fleeing Hutus were "the bad guys."[6] One of the worst massacres by Kagame's Tutsi forces took place at the Tingi-Tingi refugee camp in northeastern Congo, which by 1997 contained over 100,000 Hutu refugees. But on January 21, 1997, Robert E. Gribbin, Simpson's counterpart in Rwanda, cabled Washington with the following advice:

    We should pull out of Tingi-Tingi and stop feeding the killers who will run away to look for other sustenance, leaving their hostages behind.... If we do not we will be trading the children in Tingi-Tingi for the children who will be killed and orphaned in Rwanda.

    There was a grim half-truth to Gribbin's assessment. The Hutu fighters traveling amid the refugees were often able to avoid engagement with their Tutsi pursuers by fleeing westward into the Congolese rain forest. The genuine refugees, who by UNHCR's estimate accounted for 93 percent of the Hutus in flight, could not. The best evidence suggests that they died by the scores of thousands in their flight across Congo, in what Lemarchand calls "a genocide of attrition." Prunier estimates the number killed in this manner at 300,000.[7]

    In August 1997, the UN began to investigate Tutsi killings of Hutu civilians and, as Turner recounts, "a preliminary report identified forty massacre sites." But the investigators were stonewalled by Kabila's Congo government—then still backed by Rwanda—and received little support from Washington. Roberto Garreton, a Chilean human rights lawyer who headed the UN investigation, was barred from the Rwandan capital of Kigali and his team was largely kept from the field in Congo. Garreton later wrote:

    One cannot of course ignore the presence of persons guilty of genocide, soldiers and militia members, among the refugees.... It is nevertheless unacceptable to claim that more than one million people, including large numbers of children, should be collectively designated as persons guilty of genocide and liable to execution without trial.

    Rwanda's designs on eastern Congo were further helped by the Clinton administration's interest in promoting a group of men it called the New African Leaders, including the heads of state of Ethiopia, Eritrea, Uganda, and Rwanda. As Clinton officials saw it, these New Leaders were sympathetic and businesslike, drawn together by such desirable goals as overthrowing Mobutu, by antagonism toward the Islamist government of Sudan, which shares a border with northeast Congo, and by talk of rethinking Africa's hitherto sacrosanct borders, as a means of creating more viable states.

    Then Assistant Secretary of State Rice touted the New Leaders as pursuing "African solutions to African problems." In 1999, Marina Ottaway, the influential Africa expert of the Carnegie Endowment for International Peace, told the Senate Subcommittee on Africa:

    Many of the states that emerged from the colonial period have ceased to exist in practice.... The problem is to create functioning states, either by re-dividing territory or by creating new institutional arrangements such as decentralized federations or even confederations.

    In fact, the favored group of African leaders were also authoritarian figures with military backgrounds, all of whom had scorned democratic elections. According to Turner, support for the New Leaders "apparently meant that the USA and Britain should continue to aid Rwanda and Uganda as they 'found solutions' by carving up Congo."

    As in the case of the Rwandan genocide, Lemarchand suggests, the policies of the United States and other Western powers toward the conflict in Congo have been misguided in part out of ignorance of Central Africa's complicated twentieth-century history. Episodes of appalling violence in this region have occurred periodically at least since 1959, and cannot be remedied without first understanding their deeper causes. As Lemarchand writes:

    From the days of the Hutu revolution in Rwanda [in 1959–1962] to the invasion of the "refugee warriors" from Uganda [under Kagame's leadership] in 1994, from the huge exodus of Hutu from Burundi in 1972 to the "cleansing" of Hutu refugee camps in 1996–97, the pattern that emerges again and again is one in which refugee populations serve as the vehicles through which ethnic identities are mobilized and manipulated, host communities preyed upon, and external resources extracted.

    Some will always quibble with where to begin this story, whether with colonial favoritism for the Tutsis by Belgium in the first half of the twentieth century, or with Brussels's flip-flop in 1959 in favor of the Hutus on the eve of Rwandan independence, which led to the anti-Tutsi pogroms that sent Kagame's family and those of so many others of his RPF comrades into exile in Uganda. These events in turn had far-reaching effects on Rwanda's small neighbor Burundi, a German and later Belgian colony that gained independence in 1962 and, like Rwanda, has a large Hutu majority and Tutsi minority. In 1972, an extremist Tutsi regime there, driven by a fear of being overthrown, carried out the first genocide since the Holocaust, killing 300,000 Hutus.

    In the West, the Burundi genocide is scarcely remembered, but its consequences live on in the region. Terrorized Hutus streamed out of Burundi into Rwanda, helping to set Rwanda onto a path of Hutu extremism, and priming it for its own genocide two decades later. The final instigator of the Rwandan tragedy was the mysterious shooting down of a presidential plane on April 6, 1994, which killed presidents Juvénal Habyarimana of Rwanda and Cyprien Ntaramyira of Burundi, who were both Hutu. This precipitated the horrific massacre of Rwandan Tutsis, but also a broader Hutu–Tutsi conflict, which by 1996 had begun to tear apart large swaths of eastern Congo.

    The events that have followed Rwanda's arrest of the warlord Nkunda in January of this year suggest that Congo and Rwanda have finally found reasons to sue for peace. Congo's weak government and corrupt army are powerless to fight Rwanda or its proxies, and there is desperate need to rebuild the state from scratch. Rwanda, meanwhile, is seeking to placate important European aid donors, who account for as much as half of Rwanda's annual budget and who, for the first time since its initial invasion of Congo in 1996, are asking difficult questions about its behavior there.

    As part of the deal that gave Rwandan forces another chance to fight Hutu militias in eastern Congo last spring, Kagame agreed to withdraw Rwanda's support for the Tutsi insurgency in eastern Congo while at the same time pressing Congolese Tutsis to integrate into Congo's national army. Kagame hopes now to find a legal means to sustain Rwanda's economic hold on eastern Congo, for example by promoting civilian business interests in the area. These are often run by ex-military officers or people with close ties to the Rwandan armed forces. In interviews, both Prunier and Lemarchand say that the direct plunder of resources by the Rwandan military has ceased, but that a large "subterranean" trade in minerals has continued through corrupt Congolese politicians and local militias.

    For its part, the United States has begun to acknowledge the scale of the problem in eastern Congo. In August, Secretary of State Hillary Clinton paid a two-day visit to the country, during which she described the conflict as driven by "exploitation of natural resources" and announced a $17 million program to help women who have been raped in the fighting.

    Notwithstanding these developments, the conflict in the east has been surging again, as the UN-backed Congolese army pursues a new campaign against Hutu rebels.[8] It is hard to dispute Lemarchand's logic. Without addressing the problems of exclusion and participation, whether in a Rwanda ruled by a small Tutsi minority or in heavily armed eastern Congo, where contending ethnic groups want to get hold of the region's spoils, it will be impossible to end this catastrophe.

    U.S. Backs Implementing U.N. Doctrine Against Genocide

    UNITED NATIONS -- The Obama administration is supporting moves to implement a U.N. doctrine calling for collective military action to halt genocide.

    The next step is to see if the countries in favor of implementing the policy will act when a new genocide is brewing if all other diplomatic actions fail. The doctrine is political, not legal: Although these countries have expressed the political will to act, they aren't legally bound to.

    The U.N. just concluded a weeklong debate on implementing the doctrine, which was endorsed by U.N. members in 2005.

    The U.S. joined a majority of U.N. countries, including Russia and China, in supporting implementation of the policy, called the Responsibility to Protect doctrine. It may be invoked in only four cases: genocide, war crimes, ethnic cleansing, or crimes against humanity. Climate change, disease or natural disasters are excluded as causes for intervention.

    The doctrine calls on governments to resolve internal conflicts before genocide occurs. If that doesn't work, the international community can step in. Among the options: The U.N. Security Council can vote for sanctions, the International Criminal Court can threaten prosecution, or the secretary-general can dispatch an envoy. After diplomatic intervention is exhausted, the last resort is Security Council-approved action by a multinational force. Nations would cover the costs of the troops they contribute.

    The Security Council has approved multinational forces before. But some developing nations say they fear major powers would exploit the doctrine to interfere in sovereign nations for economic and strategic aims.

    Proponents of the policy dismiss this view, saying the world has entered a new era after recent genocides in the former Yugoslavia and Rwanda. They say the doctrine rejects unilateral intervention in favor of Security Council-authorized, multilateral action as a last resort.

    During the debate, Rosemary DiCarlo, U.S. alternate representative for special political affairs, told the General Assembly, "The type of horrors that marred the 20th century need not be part of the landscape of world politics. The United States is determined to work with the international community to prevent and respond to such atrocities."

    Before last week's debate, Secretary-General Ban Ki-moon urged the General Assembly to implement the doctrine and not reopen a debate on it.

    The doctrine was endorsed in principle at a 2005 summit by more than 150 heads of government, including President George W. Bush. China endorsed the 2005 communiqué and voted for a Security Council resolution in support of it. Russia supports it in principle but came under criticism when it tried to justify its interventions in Chechnya and in Georgia last year with the doctrine.

    The doctrine is opposed by General Assembly President Miguel d'Escoto Brockmann, a priest and a left-leaning former foreign minister of Nicaragua. Rev. d'Escoto and his allies dismiss the notion of a new era of altruistic military intervention.

    Gareth Evans, former Australian foreign minister and the architect of many the doctrine's details, said colonial motives wouldn't taint a humanitarian military mission because the world had changed after the "shame" of not responding to mass killings in Rwanda and former Yugoslavia.

    International Court Under Unusual Fire

    UNITED NATIONS -- When Luis Moreno-Ocampo charged Sudanese President Omar Hassan al-Bashir with war crimes last year, the International Criminal Court prosecutor was hailed by human rights advocates as the man who could help bring justice to Darfur.

    Today, Moreno-Ocampo appears to be the one on trial, with even some of his early supporters questioning his prosecutorial strategy, his use of facts and his personal conduct. Bashir and others have used the controversy to rally opposition to the world's first permanent criminal court, a challenge that may jeopardize efforts to determine who is responsible for massive crimes in Darfur.

    At issue is how to strike a balance between the quest for justice in Darfur and the pursuit of a political settlement to end an ongoing civil war in the western region of Sudan. In recent months, African and Arab leaders have said the Argentine lawyer's pursuit of the Sudanese president has undercut those peace prospects.

    Libyan leader Moammar Gaddafi and Gabon's Jean Ping, the two leaders of the African Union, are mounting a campaign to press African states to withdraw from the treaty body that established the international tribunal. "The attacks against the court by African and Arab governments in the last nine months are the most serious threat to the ICC" since the United States declared its opposition to it in 2002, said William Pace, who heads the Coalition for the International Criminal Court, an alliance of 2500 organizations.

    Moreno-Ocampo defended his work in a lengthy interview, saying that his office offers the brightest hope of bringing justice to hundreds of thousands of African victims and halting mass murder in Darfur. "It is normal: When you prosecute people with a lot of power, you have problems," said Moreno-Ocampo, who first gained prominence by prosecuting Argentine generals for ordering mass murder in that country's "dirty war."

    The International Criminal Court was established in July 2002 to prosecute perpetrators of genocide, war crimes and crimes against humanity, building on temporary courts in Bosnia, Cambodia, Rwanda and Sierra Leone.

    Since he was appointed in 2003, the prosecutor has brought war crimes charges against 13 individuals in northern Uganda, Congo, the Central African Republic and Sudan, including a July 2008 charge against Bashir of orchestrating genocide in Darfur. Pretrial judges approved the prosecutors' request for an arrest warrant for Bashir on March 4 on charges of war crimes and crimes against humanity, but rejected the genocide charge.

    The Bush administration initially opposed the court, citing concerns of frivolous investigations of American soldiers engaged in the fight against terrorism. But President Obama -- whose top advisers are divided over whether Sudan continues to commit genocide -- has been far more supportive of the court.

    The violence in Darfur began in early 2003 when rebel movements took up arms against the Islamic government, citing discrimination against the region's tribes. The prosecutor has charged that Bashir then orchestrated a campaign of genocide that has led to the deaths of hundreds of thousands of Darfurian civilians from disease and violence, and driven about 2 million more from their homes.

    Bashir has openly defied the court, saying that it has only strengthened his standing. "The court has been isolated and the prosecutor stands naked," said Sudan's U.N. ambassador, Abdalmahmood Abdalhaleem Mohamad.

    The prosecutor's case "has polarized Sudanese politics and weakened those who occupy the middle ground of compromise and consensus," said Rodolphe Adada, a former Congolese foreign minister who heads a joint African Union-U.N. mission in Darfur.

    In remarks to the U.N. Security Council in April, Adada challenged Moreno-Ocampo's characterization of the situation as genocide and said that only 130 to 150 people were dying each month in Darfur, far fewer than the 5,000 that Moreno-Ocampo says die each month from violence and other causes. "In purely numeric terms it is a low-intensity conflict," Adada said.

    African leaders with abysmal human rights records seek to discredit Moreno-Ocampo because "they fear accountability" in their own countries, said Richard Dicker, an expert on the ICC at Human Rights Watch. Dicker concedes that Moreno-Ocampo has made missteps that have played into the hands of the court's enemies.

    In September, Human Rights Watch raised concern in a confidential memo to the court about low staff morale and the flight of many experienced investigators. It also cited the prosecutor's 2006 summary dismissal of his spokesman after he filed an internal complaint alleging Moreno-Ocampo had raped a female journalist.

    A panel of ICC judges, after interviewing the woman, concluded that the allegations were "manifestly unfounded." Then an internal disciplinary board recommended that Moreno-Ocampo rescind the dismissal, arguing that the prosecutor had a conflict of interest in firing the spokesman.

    An administrative tribunal at the International Labor Organization ruled that while the spokesman's allegations were ultimately proved wrong, he had not acted maliciously because he believed his boss had engaged in improper behavior. It required a settlement payment of nearly $250,000 for back pay and damages.

    Moreno-Ocampo, in the interview, declined to respond to the criticism of his personal reputation, saying, "I cannot answer unfounded allegations."

    The case against Bashir rankles many African leaders, who say it is hypocritical. They note that the Security Council, which authorized the Sudan probe, has three permanent members who never signed the treaty establishing the court: the United States, Russia and China. "The feeling we have is that it is biased," said Congo's U.N. envoy, Atoki Ileka.

    Alex de Waal, a British expert on Darfur, and Julie Flint, a writer and human rights activist, maintain that Moreno-Ocampo is the problem. They recently co-wrote an article in the World Affairs Journal citing former staff members and prominent war crimes experts who are critical of the prosecutor for not conducting witness interviews inside Darfur and for pursuing a weak charge of genocide against Bashir.

    "It is difficult to cry government-led genocide in one breath and then explain in the next why 2 million Darfuris have sought refuge around the principal army garrisons of their province," Andrew T. Cayley, a British lawyer who headed the prosecutor's Darfur investigation, wrote in the Journal of International Criminal Justice last November.

    Christine Chung, a former federal prosecutor and senior trial attorney for the prosecutor until 2007, dismissed the piece as "character assassination" and said the prosecutor's decision to stay out of Darfur was "in the end correct. The Sudanese government indeed detained and tortured persons believed to be cooperating with the ICC."

    Moreno-Ocampo said he remains convinced that Bashir is committing genocide. "I have 300 lawyers, all brilliant people, with different opinions, but then I make the decision," he said. "I still think it's genocide, and I will appeal."

    Holocaust: The Ignored Reality

    Though Europe thrives, its writers and politicians are preoccupied with death. The mass killings of European civilians during the 1930s and 1940s are the reference of today's confused discussions of memory, and the touchstone of whatever common ethics Europeans may share. The bureaucracies of Nazi Germany and the Soviet Union turned individual lives into mass death, particular humans into quotas of those to be killed. The Soviets hid their mass shootings in dark woods and falsified the records of regions in which they had starved people to death; the Germans had slave laborers dig up the bodies of their Jewish victims and burn them on giant grates. Historians must, as best we can, cast light into these shadows and account for these people. This we have not done. Auschwitz, generally taken to be an adequate or even a final symbol of the evil of mass killing, is in fact only the beginning of knowledge, a hint of the true reckoning with the past still to come.

    The very reasons that we know something about Auschwitz warp our understanding of the Holocaust: we know about Auschwitz because there were survivors, and there were survivors because Auschwitz was a labor camp as well as a death factory. These survivors were largely West European Jews, because Auschwitz is where West European Jews were usually sent. After World War II, West European Jewish survivors were free to write and publish as they liked, whereas East European Jewish survivors, if caught behind the iron curtain, could not. In the West, memoirs of the Holocaust could (although very slowly) enter into historical writing and public consciousness.



    This form of survivors' history, of which the works of Primo Levi are the most famous example, only inadequately captures the reality of the mass killing. The Diary of Anne Frank concerns assimilated European Jewish communities, the Dutch and German, whose tragedy, though horrible, was a very small part of the Holocaust. By 1943 and 1944, when most of the killing of West European Jews took place, the Holocaust was in considerable measure complete. Two thirds of the Jews who would be killed during the war were already dead by the end of 1942. The main victims, the Polish and Soviet Jews, had been killed by bullets fired over death pits or by carbon monoxide from internal combustion engines pumped into gas chambers at Treblinka, Be zec, and Sobibor in occupied Poland.

    Auschwitz as symbol of the Holocaust excludes those who were at the center of the historical event. The largest group of Holocaust victims—religiously Orthodox and Yiddish-speaking Jews of Poland, or, in the slightly contemptuous German term, Ostjuden —were culturally alien from West Europeans, including West European Jews. To some degree, they continue to be marginalized from the memory of the Holocaust. The death facility Auschwitz-Birkenau was constructed on territories that are today in Poland, although at the time they were part of the German Reich. Auschwitz is thus associated with today's Poland by anyone who visits, yet relatively few Polish Jews and almost no Soviet Jews died there. The two largest groups of victims are nearly missing from the memorial symbol.

    An adequate vision of the Holocaust would place Operation Reinhardt, the murder of the Polish Jews in 1942, at the center of its history. Polish Jews were the largest Jewish community in the world, Warsaw the most important Jewish city. This community was exterminated at Treblinka, Be zec, and Sobibor. Some 1.5 million Jews were killed at those three facilities, about 780,863 at Treblinka alone. Only a few dozen people survived these three death facilities. Be zec, though the third most important killing site of the Holocaust, after Auschwitz and Treblinka, is hardly known. Some 434,508 Jews perished at that death factory, and only two or three survived. About a million more Polish Jews were killed in other ways, some at Chelmno, Majdanek, or Auschwitz, many more shot in actions in the eastern half of the country.

    All in all, as many if not more Jews were killed by bullets as by gas, but they were killed by bullets in easterly locations that are blurred in painful remembrance. The second most important part of the Holocaust is the mass murder by bullets in eastern Poland and the Soviet Union. It began with SS Einsatzgruppen shootings of Jewish men in June 1941, expanded to the murder of Jewish women and children in July, and extended to the extermination of entire Jewish communities that August and September. By the end of 1941, the Germans (along with local auxiliaries and Romanian troops) had killed a million Jews in the Soviet Union and the Baltics. That is the equivalent of the total number of Jews killed at Auschwitz during the entire war. By the end of 1942, the Germans (again, with a great deal of local assistance) had shot another 700,000 Jews, and the Soviet Jewish populations under their control had ceased to exist.

    There were articulate Soviet Jewish witnesses and chroniclers, such as Vassily Grossman. But he and others were forbidden from presenting the Holocaust as a distinctly Jewish event. Grossman discovered Treblinka as a journalist with the Red Army in September 1944. Perhaps because he knew what the Germans had done to Jews in his native Ukraine, he was able to guess what had happened there, and wrote a short book about it. He called Treblinka "hell," and placed it at the center of the war and of the century. Yet for Stalin, the mass murder of Jews had to be seen as the suffering of "citizens." Grossman helped to compile a Black Book of German crimes against Soviet Jews, which Soviet authorities later suppressed. If any group suffered especially under the Germans, Stalin maintained wrongly, it was the Russians. In this way Stalinism has prevented us from seeing Hitler's mass killings in proper perspective.

    In shorthand, then, the Holocaust was, in order: Operation Reinhardt, Shoah by bullets, Auschwitz; or Poland, the Soviet Union, the rest. Of the 5.7 million or so Jews killed, roughly 3 million were pre-war Polish citizens, and another 1 million or so pre-war Soviet citizens: taken together, 70 percent of the total. (After the Polish and Soviet Jews, the next-largest groups of Jews killed were Romanian, Hungarian, and Czechoslovak. If these people are considered, the East European character of the Holocaust becomes even clearer.)

    Yet even this corrected image of the Holocaust conveys an unacceptably incomplete sense of the scope of German mass killing policies in Europe. The Final Solution, as the Nazis called it, was originally only one of the exterminatory projects to be implemented after a victorious war against the Soviet Union. Had things gone the way that Hitler, Himmler, and Göring expected, German forces would have implemented a Hunger Plan in the Soviet Union in the winter of 1941–1942. As Ukrainian and south Russian agricultural products were diverted to Germany, some 30 million people in Belarus, northern Russia, and Soviet cities were to be starved to death. The Hunger Plan was only a prelude to Generalplan Ost, the colonization plan for the western Soviet Union, which foresaw the elimination of some 50 million people.

    The Germans did manage to carry out policies that bore some resemblance to these plans. They expelled half a million non-Jewish Poles from lands annexed to the Reich. An impatient Himmler ordered a first stage of Generalplan Ost implemented in eastern Poland: ten thousand Polish children were killed and a hundred thousand adults expelled. The Wehrmacht purposefully starved about one million people in the siege of Leningrad, and about a hundred thousand more in planned famines in Ukrainian cities. Some three million captured Soviet soldiers died of starvation or disease in German prisoner-of-war camps. These people were purposefully killed: as with the siege of Leningrad, the knowledge and intention to starve people to death was present. Had the Holocaust not taken place, this would be recalled as the worst war crime in modern history.

    In the guise of anti-partisan actions, the Germans killed perhaps three quarters of a million people, about 350,000 in Belarus alone, and lower but comparable numbers in Poland and Yugoslavia. The Germans killed more than a hundred thousand Poles when suppressing the Warsaw Uprising of 1944. Had the Holocaust not happened, these "reprisals" too would be regarded as some of the greatest war crimes in history. In fact they, like the starvation of Soviet prisoners of war, are scarcely recalled at all beyond the countries directly concerned. German occupation policies killed non-Jewish civilians in other ways as well, for example by hard labor in prison camps. Again: these were chiefly people from Poland or the Soviet Union.

    The Germans killed somewhat more than ten million civilians in the major mass killing actions, about half of them Jews, about half of them non-Jews. The Jews and the non-Jews mostly came from the same part of Europe. The project to kill all Jews was substantially realized; the project to destroy Slavic populations was only very partially implemented.

    Auschwitz is only an introduction to the Holocaust, the Holocaust only a suggestion of Hitler's final aims. Grossman's novels Forever Flowing and Life and Fate daringly recount both Nazi and Soviet terror, and remind us that even a full characterization of German policies of mass killing is incomplete as a history of atrocity in mid-century Europe. It omits the state that Hitler was chiefly concerned to destroy, the other state that killed Europeans en masse in the middle of the century: the Soviet Union. In the entire Stalinist period, between 1928 and 1953, Soviet policies killed, in a conservative estimate, well over five million Europeans. Thus when one considers the total number of European civilians killed by totalitarian powers in the middle of the twentieth century, one should have in mind three groups of roughly equal size: Jews killed by Germans, non-Jews killed by Germans, and Soviet citizens killed by the Soviet state. As a general rule, the German regime killed civilians who were not German citizens, whereas the Soviet regime chiefly killed civilians who were Soviet citizens.

    Soviet repressions are identified with the Gulag, much as Nazi repressions are identified with Auschwitz. The Gulag, for all of the horrors of slave labor, was not a system of mass killing. If we accept that mass killing of civilians is at the center of political, ethical, and legal concerns, the same historical point applies to the Gulag as to Ausch-witz. We know about the Gulag because it was a system of labor camps, but not a set of killing facilities. The Gulag held about 30 million people and shortened some three million lives. But a vast majority of those people who were sent to the camps returned alive. Precisely because we have a literature of the Gulag, most famously Aleksandr Solzhenitsyn's Gulag Archipelago, we can try to imagine its horrors—much as we can try to imagine the horrors of Auschwitz.

    Yet as Auschwitz draws attention away from the still greater horrors of Treblinka, the Gulag distracts us from the Soviet policies that killed people directly and purposefully, by starvation and bullets. Of the Stalinist killing policies, two were the most significant: the collectivization famines of 1930–1933 and the Great Terror of 1937–1938. It remains unclear whether the Kazakh famine of 1930–1932 was intentional, although it is clear that over a million Kazakhs died of starvation. It is established beyond reasonable doubt that Stalin intentionally starved to death Soviet Ukrainians in the winter of 1932–1933. Soviet documents reveal a series of orders of October–December 1932 with evident malice and intention to kill. By the end, more than three million inhabitants of Soviet Ukraine had died.

    What we read of the Great Terror also distracts us from its true nature. The great novel and the great memoir are Arthur Koestler's Darkness at Noon and Alexander Weissberg's The Accused. Both focus our attention on a small group of Stalin's victims, urban Communist leaders, educated people, sometimes known in the West. This image dominates our understanding of the Great Terror, but it is incorrect. Taken together, purges of Communist Party elites, the security police, and military officers claimed not more than 47,737 lives.

    The largest action of the Great Terror, Operation 00447, was aimed chiefly at "kulaks," which is to say peasants who had already been oppressed during collectivization. It claimed 386,798 lives. A few national minorities, representing together less than 2 percent of the Soviet population, yielded more than a third of the fatalities of the Great Terror. In an operation aimed at ethnic Poles who were Soviet citizens, for example, 111,091 people were shot. Of the 681,692 executions carried out for alleged political crimes in 1937 and 1938, the kulak operation and the national operations accounted for 633,955, more than 90 percent of the total. These people were shot in secret, buried in pits, and forgotten.

    The emphasis on Auschwitz and the Gulag understates the numbers of Europeans killed, and shifts the geographical focus of the killing to the German Reich and the Russian East. Like Auschwitz, which draws our attention to the Western European victims of the Nazi empire, the Gulag, with its notorious Siberian camps, also distracts us from the geographical center of Soviet killing policies. If we concentrate on Auschwitz and the Gulag, we fail to notice that over a period of twelve years, between 1933 and 1944, some 12 million victims of Nazi and Soviet mass killing policies perished in a particular region of Europe, one defined more or less by today's Belarus, Ukraine, Poland, Lithuania, and Latvia. More generally, when we contemplate Auschwitz and the Gulag, we tend to think of the states that built them as systems, as modern tyrannies, or totalitarian states. Yet such considerations of thought and politics in Berlin and Moscow tend to overlook the fact that mass killing happened, predominantly, in the parts of Europe between Germany and Russia, not in Germany and Russia themselves.

    The geographic, moral, and political center of the Europe of mass killing is the Europe of the East, above all Belarus, Ukraine, Poland, and the Baltic States, lands that were subject to sustained policies of atrocity by both regimes. The peoples of Ukraine and Belarus, Jews above all but not only, suffered the most, since these lands were both part of the Soviet Union during the terrible 1930s and subject to the worst of the German repressions in the 1940s. If Europe was, as Mark Mazower put it, a dark continent, Ukraine and Belarus were the heart of darkness.

    Historical reckonings that can be seen as objective, such as the counting of victims of mass killing actions, might help to restore a certain lost historical balance. German suffering under Hitler and during the war, though dreadful in scale, does not figure at the center of the history of mass killing. Even if the ethnic Germans killed during flight from the Red Army, expulsion from Poland and Czechoslovakia in 1945–1947, and the firebombings in Germany are included, the total number of German civilians killed by state power remains comparatively small (for more on that, see the box below).

    The main victims of direct killing policies among German citizens were the 70,000 "euthanasia" patients and the 165,000 German Jews. The main German victims of Stalin remain the women raped by the Red Army and the prisoners of war held in the Soviet Union. Some 363,000 German prisoners died of starvation and disease in Soviet captivity, as did perhaps 200,000 Hungarians. At a time when German resistance to Hitler receives attention in the mass media, it is worth recalling that some participants in the July 1944 plot to kill Hitler were right at the center of mass killing policies: Arthur Nebe, for example, who commanded Einsatzgruppe B in the killing fields of Belarus during the first wave of the Holocaust in 1941; or Eduard Wagner, the quartermaster general of the Wehrmacht, who wrote a cheery letter to his wife about the need to deny food to the starving millions of Leningrad.

    It is hard to forget Anna Akhmatova: "It loves blood, the Russian earth." Yet Russian martyrdom and heroism, now loudly proclaimed in Putin's Russia, must be placed against the larger historical background. Soviet Russians, like other Soviet citizens, were indeed victims of Stalinist policy: but they were much less likely to be killed than Soviet Ukrainians or Soviet Poles, or members of other national minorities. During World War II several terror actions were extended to eastern Poland and the Baltic states, territories absorbed by the Soviet Union. In the most famous case, 22,000 Polish citizens were shot in 1940 at Katyn and four other sites; tens of thousands more Poles and Balts died during or shortly after deportations to Kazakhstan and Siberia. During the war, many Soviet Russians were killed by the Germans, but far fewer proportionately than Belarusians and Ukrainians, not to mention Jews. Soviet civilian deaths are estimated at about 15 million. About one in twenty-five civilians in Russia was killed by the Germans during the war, as opposed to about one in ten in Ukraine (or Poland) or about one in five in Belarus.

    Belarus and Ukraine were occupied for much of the war, with both German and Soviet armies passing through their entire territory twice, in attack and retreat. German armies never occupied more than a small portion of Russia proper, and that for shorter periods. Even taking into account the siege of Leningrad and the destruction of Stalingrad, the toll taken on Russian civilians was much less than that on Belarusians, Ukrainians, and Jews. Exaggerated Russian claims about numbers of deaths treat Belarus and Ukraine as Russia, and Jews, Belarusians, and Ukrainians as Russians: this amounts to an imperialism of martyrdom, implicitly claiming territory by explicitly claiming victims. This will likely be the line propounded by the new historical committee appointed by President Dmitri Medvedev to prevent "falsifications" of the Russian past. Under legislation currently debated in Russia, statements such as those contained in this paragraph would be a criminal offense.

    Ukrainian politicians counter Russia's monopolization of common suffering, and respond to Western European stereotypes of Ukrainians as Holocaust collaborators, by putting forward a narrative of suffering of their own: that millions of Ukrainians were deliberately starved by Stalin. President Viktor Yushchenko does his country a grave disservice by claiming ten million deaths, thus exaggerating the number of Ukrainians killed by a factor of three; but it is true that the famine in Ukraine of 1932–1933 was a result of purposeful political decisions, and killed about three million people. With the exception of the Holocaust, the collectivization famines were the greatest political disaster of the European twentieth century. Collectivization nevertheless remained the central element of the Soviet model of development, and was copied later by the Chinese Communist regime, with the predictable consequence: tens of millions dead by starvation in Mao's Great Leap Forward.

    The preoccupation with Ukraine as a source of food was shared by Hitler and Stalin. Both wished to control and exploit the Ukrainian breadbasket, and both caused political famines: Stalin in the country as a whole, Hitler in the cities and the prisoner-of-war camps. Some of the Ukrainian prisoners who endured starvation in those camps in 1941 had survived the famine in 1933. German policies of starvation, incidentally, are partially responsible for the notion that Ukrainians were willing collaborators in the Holocaust. The most notorious Ukrainian collaborators were the guards at the death facilities at Treblinka, Be zec, and Sobibor. What is rarely recalled is that the Germans recruited the first cadres of such men, captured Soviet soldiers, from their own prisoner-of-war camps. They rescued some people from mass starvation, one great crime in the east, in order to make them collaborators in another, the Holocaust.

    Poland's history is the source of endless confusion. Poland was attacked and occupied not by one but by both totalitarian states between 1939 and 1941, as Nazi Germany and the Soviet Union, then allies, exploited its territories and exterminated much of its intelligentsia at that time. Poland's capital was the site of not one but two of the major uprisings against German power during World War II: the ghetto uprising of Warsaw Jews in 1943, after which the ghetto was leveled; and the Warsaw Uprising of the Polish Home Army in 1944, after which the rest of the city was destroyed. These two central examples of resistance and mass killing were confused in the German mass media in August 1994, 1999, and 2004, on all the recent five-year anniversaries of the Warsaw Uprising of 1944, and will be again in August 2009.

    If any European country seems out of place in today's Europe, stranded in another historical moment, it is Belarus under the dictatorship of Aleksandr Lukashenko. Yet while Lukashenko prefers to ignore the Soviet killing fields in his country, wishing to build a highway over the death pits at Kuropaty, in some respects Lukashenko remembers European history better than his critics. By starving Soviet prisoners of war, shooting and gassing Jews, and shooting civilians in anti-partisan actions, German forces made Belarus the deadliest place in the world between 1941 and 1944. Half of the population of Soviet Belarus was either killed or forcibly displaced during World War II: nothing of the kind can be said of any other European country.

    Belarusian memories of this experience, cultivated by the current dictatorial regime, help to explain suspicions of initiatives coming from the West. Yet West Europeans would generally be surprised to learn that Belarus was both the epicenter of European mass killing and the base of operations of anti-Nazi partisans who actually contributed to the victory of the Allies. It is striking that such a country can be entirely displaced from European remembrance. The absence of Belarus from discussions of the past is the clearest sign of the difference between memory and history.

    Just as disturbing is the absence of economics. Although the history of mass killing has much to do with economic calculation, memory shuns anything that might seem to make murder appear rational. Both Nazi Germany and the Soviet Union followed a path to economic self-sufficiency, Germany wishing to balance industry with an agrarian utopia in the East, the USSR wishing to overcome its agrarian backwardness with rapid industrialization and urbanization. Both regimes were aiming for economic autarky in a large empire, in which both sought to control Eastern Europe. Both of them saw the Polish state as a historical aberration; both saw Ukraine and its rich soil as indispensable. They defined different groups as the enemies of their designs, although the German plan to kill every Jew is unmatched by any Soviet policy in the totality of its aims. What is crucial is that the ideology that legitimated mass death was also a vision of economic develop-ment. In a world of scarcity, particularly of food supplies, both regimes integrated mass murder with economic planning.

    They did so in ways that seem appalling and obscene to us today, but which were sufficiently plausible to motivate large numbers of believers at the time. Food is no longer scarce, at least in the West; but other resources are, or will be soon. In the twenty-first century, we will face shortages of potable water, clean air, and affordable energy. Climate change may bring a renewed threat of hunger.

    If there is a general political lesson of the history of mass killing, it is the need to be wary of what might be called privileged development: attempts by states to realize a form of economic expansion that designates victims, that motivates prosperity by mortality. The possibility cannot be excluded that the murder of one group can benefit another, or at least can be seen to do so. That is a version of politics that Europe has in fact witnessed and may witness again. The only sufficient answer is an ethical commitment to the individual, such that the individual counts in life rather than in death, and schemes of this sort become unthinkable.

    The Europe of today is remarkable precisely in its unity of prosperity with social justice and human rights. Probably more than any other part of the world, it is immune, at least for the time being, to such heartlessly instrumental pursuits of economic growth. Yet memory has made some odd departures from history, at a time when history is needed more than ever. The recent European past may resemble the near future of the rest of the world. This is one more reason for getting the reckonings right.

    The Expulsion of Germans from the East

    Of the 12 million or so Germans who fled or were expelled from Eastern Europe at the end of the war, the vast majority came from Czechoslovakia (3.5 million) or Poland (7.8 million). Most of the second group came from lands taken from the defeated Reich and assigned to Poland by the Allies. About half of the 12 million fled, and about half were deported—though a neat division is impossible, since some of those who fled later returned and were then deported.

    In late 1944 and early 1945 some six million Germans fled before the Red Army; it was then that most of the 600,000 or so fatalities among German refugees took place. Many of these were simply people who were caught between armies; some were purposefully massacred by Soviet soldiers or died in Soviet camps. Murders were also committed by Czechs and Poles. Hitler shares responsibility for these deaths, since German authorities failed to organize timely evacuations.

    The postwar deportations of Germans, a direct result of Hitler's war, were a Czechoslovak-Polish-Soviet-British-American project. During the war, the exiled leaders of occupied Poland and Czechoslovakia expressed their wish to keep their postwar German populations small, and the Allies agreed that German populations would be removed after victory. Winston Churchill recommended a "clean sweep," and the Allied Control Council issued the official plan for the transfer of six million Germans.

    The (non-Communist) Czechoslovak government had Stalin's approval to expel its Germans, but also Churchill's and Roosevelt's. Poland was under Soviet control, though any Polish government would have expelled Germans. Polish Communists accepted Stalin's proposal that Poland should be moved very far to the west, which implied expelling more Germans than democratic Polish politicians would have wished. (It also entailed the deportation of Poles from the eastern half of pre-war Poland, which the Soviets annexed. About a million of these Polish expellees settled the lands from which Germans were expelled.)

    From May to December 1945 Polish and Czechoslovak authorities dumped about two million Germans over their borders. From January 1946, Polish and Czechoslovak authorities continued to force Germans to leave, while British, Soviet, and American forces arranged their reception in their occupation zones in Germany. In 1946 and 1947, the Soviets received slightly more than two million Germans in their zone, the British some 1.2 million, and the Americans some 1.4 million. Deportations continued at a slower pace thereafter.

    Although the expulsions were a case of collective responsibility, and involved hideous treatment, mortality rates among German civilians—some 600,000 out of 12 million—were relatively low when compared to the other events discussed here. Caught up in the end of a horrible war fought in their name, and then by an Allied consensus in favor of border changes and deportation, these Germans were not victims of a calculated Stalinist killing policy comparable to the Terror or the famine.
