North Korea Exporting Nuke Technology to Burma: UN Experts

UNITED NATIONS — North Korea is exporting nuclear and ballistic missile technology and using multiple intermediaries, shell companies and overseas criminal networks to circumvent U.N. sanctions, U.N. experts said in a report obtained by The Associated Press.

The seven-member panel monitoring the implementation of sanctions against North Korea said its research indicates that Pyongyang is involved in banned nuclear and ballistic activities in Iran, Syria and Burma. It called for further study of these suspected activities and urged all countries to try to prevent them.

The 47-page report, obtained late Thursday by AP, and a lengthy annex document, details sanctions violations reported by U.N. member states, including four cases involving arms exports and two seizures of luxury goods by Italy — two yachts and high-end recording and video equipment. The report also details the broad range of techniques that North Korea is using to try to evade sanctions imposed by the U.N. Security Council after its two nuclear tests in 2006 and 2009.

Council diplomats discussed the report by the experts from Britain, Japan, the United States, France, South Korea, Russia and China at a closed-door meeting on Thursday.

Its release happened to coincide with heightened tensions between North Korea and South Korea over the March sinking of a South Korean navy ship which killed 46 sailors. The council is waiting for South Korea to decide what action it wants the U.N.'s most powerful body to take in response to the sinking, which a multinational investigation determined was caused by a North Korean torpedo.

The panel of experts said there is general agreement that the U.N. embargoes on nuclear and ballistic missile related items and technology, on arms exports and imports except light weapons, and on luxury goods, are having an impact.

But it said the list of eight entities and five individuals currently subject to an asset freeze and travel ban seriously understates those known to be engaged in banned activities and called for additional names to be added. It noted that North Korea moved quickly to have other companies take over activities of the eight banned entities.

The experts said an analysis of the four North Korean attempts to illegally export arms revealed that Pyongyang used "a number of masking techniques" to avoid sanctions. They include providing false descriptions and mislabeling of the contents of shipping containers, falsifying the manifest and information about the origin and destination of the goods, "and use of multiple layers of intermediaries, shell companies, and financial institutions," the panel said.

It noted that a chartered jet intercepted in Thailand in December carrying 35 tons of conventional weapons including surface-to-air missiles from North Korea was owned by a company in the United Arab Emirates, registered in Georgia, leased to a shell company registered in New Zealand and then chartered to another shell company registered in Hong Kong — which may have been an attempt to mask its destination.

North Korea is also concealing arms exports by shipping components in kits for assembly overseas, the experts said.

As one example, the panel said it learned after North Korean military equipment was seized at Durban harbor in South Africa that scores of technicians from the North had gone to the Republic of Congo, where the equipment was to have been assembled.

The experts called for "extra vigilance" at the first overseas port handling North Korean cargo and close monitoring of airplanes flying from the North, saying Pyongyang is believed to use air cargo "to handle high valued and sensitive arms exports."

While North Korea maintains a wide network of trade offices which do legitimate business as well as most of the country's illicit trade and covert acquisitions, the panel said Pyongyang "has also established links with overseas criminal networks to carry out these activities, including the transportation and distribution of illicit and smuggled cargoes."

This may also include goods related to weapons of mass destruction and arms, it added.

Under council resolutions, all countries are required to submit reports on what they are doing to implement sanctions but as of April 30 the panel said it had still not heard from 112 of the 192 U.N. member states — including 51 in Africa, 28 in Asia, and 25 in Latin America and the Caribbean.

While no country reported on nuclear or ballistic missile-related imports or exports from North Korea since the second sanctions resolution was adopted last June, the panel said it reviewed several U.S. and French government assessments, reports from the International Atomic Energy Agency, research papers and media reports indicating Pyongyang's continuing involvement in such activities.
These reports indicate North Korea "has continued to provide missiles, components, and technology to certain countries including Iran and Syria ... (and) has provided assistance for a nuclear program in Syria, including the design and construction of a thermal reactor at Dair Alzour," the panel said.

Syria denied the allegations in a letter to the IAEA, but the U.N. nuclear agency is still trying to obtain reports on the site and its activities, the panel said.

The experts said they are also looking into "suspicious activity in Burma," including activities of Namchongang Trading, one of the companies subject to U.N. sanctions, and reports that Japan in June 2009 arrested three individuals for attempting to illegally export a magnetometer — which measures magnetic fields — to Burma via Malaysia allegedly under the direction of a company known to be associated with illicit procurement for North Korea's nuclear and military programs. The company was not identified.

Why Nuclear Weapons Aren't As Frightening As You Think

President Obama’s pledge to rid the world of atomic bombs is a waste of breath. But not for the reasons you might imagine.

No. But you might think so if you listen to world leaders right now. In his first address to the U.N. Security Council, U.S. President Barack Obama warned apocalyptically, "Just one nuclear weapon exploded in a city -- be it New York or Moscow, Tokyo or Beijing, London or Paris -- could kill hundreds of thousands of people. And it would badly destabilize our security, our economies, and our very way of life." Obama has put nuclear disarmament back on the table in a way it hasn't been for decades by vowing to pursue a nuclear-free world, and, with a handful of big treaty negotiations in the works, he seems to think 2010 has become a critical year

But the conversation is based on false assumptions. Nuclear weapons certainly are the most destructive devices ever made, as Obama often reminds us, and everyone from peaceniks to neocons seems to agree. But for more than 60 years now all they've done is gather dust while propagandists and alarmists exaggerate their likelihood of exploding -- it was a certainty one would go off in 10 years, C.P. Snow authoritatively proclaimed in 1960 -- and nuclear metaphysicians spin fancy theories about how they might be deployed and targeted.

Nuclear weapons have had a tremendous influence on the world's agonies and obsessions, inspiring desperate rhetoric, extravagant theorizing, and frenetic diplomatic posturing. However, they have had very limited actual impact, at least since World War II. Even the most ingenious military thinkers have had difficulty coming up with realistic ways nukes could conceivably be applied on the battlefield; moral considerations aside, it is rare to find a target that can't be struck just as well by conventional weapons. Indeed, their chief "use" was to deter the Soviet Union from instituting Hitler-style military aggression, a chimera considering that historical evidence shows the Soviets never had genuine interest in doing anything of the sort. In other words, there was nothing to deter.

Instead, nukes have done nothing in particular, and have done that very well. They have, however, succeeded in being a colossal waste of money -- an authoritative 1998 Brookings Institution study showed the United States had spent $5.5 trillion on nukes since 1940, more than on any program other than Social Security. The expense was even more ludicrous in the cash-starved Soviet Union.

And that does not include the substantial loss entailed in requiring legions of talented nuclear scientists, engineers, and technicians to devote their careers to developing and servicing weapons that have proved to have been significantly unnecessary and essentially irrelevant. In fact, the only useful part of the expenditure has been on devices, protocols, and policies to keep the bombs from going off, expenditures that would, of course, not be necessary if they didn't exist.

"Obama's Plan to Eliminate Nuclear Weapons Is a Good One."

Not necessarily. Obama's plan, unveiled before the world in a speech in Prague last April, represents an ambitious attempt to rid the world of nukes. Under the president's scheme, developing countries would have access to an internationally monitored bank of nuclear fuel but would be barred from producing weapons-grade materials themselves. Existing warheads would be secured, and major powers such as Russia and the United States would pledge to scale back their weapons programs. In September, the U.N. General Assembly passed a resolution in support of Obama's proposal, giving his massive project some institutional backing.

But all of this is scarcely needed. Nuclear weapons are already disappearing, and elaborate international plans like the one Obama is pushing aren't needed to make it happen. During the Cold War, painstakingly negotiated treaties did little to advance the cause of disarmament -- and some efforts, such as the 1972 SALT Agreement, made the situation worse from a military standpoint. With the easing of tensions after the Cold War, a sort of negative arms race has taken place, and the weapons have been going away more or less by themselves as policymakers wake up to the fact that having fewer useless things is cheaper than having more of them. By 2002, the number of deployed warheads in Russian and U.S. arsenals had dropped from 70,000 to around 30,000, and it now stands at less than 10,000. "Real arms control," wistfully reflected former U.S. assistant secretary of state for arms control Avis Bohlen in an essay last May, "became possible only when it was no longer necessary."

Indeed, both sides have long found that arms reductions were made more difficult if they were accomplished through explicit mutual agreements requiring that an exquisitely nuanced arrangement be worked out for every abandoned nut and bolt. In 1991, for example, the Americans announced that they were unilaterally reducing tactical nuclear weapons, and the Soviet Union soon followed, a development hailed by a close observer, Brown University scholar Nina Tannenwald, as "the most radical move to date to reverse the arms race" and a "dramatic move away from 'warfighting' nuclear postures." This "radical" and "dramatic" feat was accomplished entirely without formal agreement. For the most part, the formal arms-control process has been left trying to catch up with reality. When the U.S. Senate in 1992 ratified a nuclear arms reduction treaty, both sides had already moved to reduce their weapons even further than required by that agreement.

France has also unilaterally cut its arsenal very substantially -- though explaining why France needs any nukes is surely a problématique worthy of several impenetrable dissertations. (Perhaps to threaten former colonies that might otherwise abandon French for English?) The British, too, are under domestic political pressure to cut their nuclear arsenal as they wrestle with how many of their aging nuclear subs they need to hang on to (how about: none?), and the Chinese have built far fewer of the weapons than they could have -- they currently stock just 180.

A negative arms race is likely to be as chaotic, halting, ambiguous, self-interested, and potentially reversible as a positive one. However, history suggests that arms reduction will happen best if arms negotiators keep out of the way. Formal disarmament agreements of the kind Obama seeks are likely simply to slow and clutter the process.

But all nukes are not likely to vanish entirely, no matter the method. Humanity invented these weapons, and there will still be nuclear metaphysicians around, spinning dark, improbable, and spooky theoretical scenarios to justify their existence.

"A Nuclear Explosion Would Cripple the U.S. Economy."

Only if Americans let it.Although former CIA chief George Tenet insists in his memoirs that one "mushroom cloud" would "destroy our economy," he never bothers to explain how the instant and tragic destruction of three square miles somewhere in the United States would lead inexorably to national economic annihilation. A nuclear explosion in, say, New York City -- as Obama so darkly invoked -- would obviously be a tremendous calamity that would roil markets and cause great economic hardship, but would it extinguish the rest of the country? Would farmers cease plowing? Would manufacturers close their assembly lines? Would all businesses, governmental structures, and community groups evaporate?

Americans are highly unlikely to react to an atomic explosion, however disastrous, by immolating themselves and their economy. In 1945, Japan weathered not only two nuclear attacks but intense nationwide conventional bombing; the horrific experience did not destroy Japan as a society or even as an economy. Nor has persistent, albeit nonnuclear, terrorism in Israel caused that state to disappear -- or to abandon democracy.

Even the notion that an act of nuclear terrorism would cause the American people to lose confidence in the government is belied by the traumatic experience of Sept. 11, 2001, when expressed confidence in America's leaders paradoxically soared. And it contradicts decades of disaster research that documents how socially responsible behavior increases under such conditions -- seen yet again in the response of those evacuating the World Trade Center on 9/11.

"Terrorists Could Snap Up Russia's Loose Nukes."

That's a myth. It has been soberly, and repeatedly, restated by Harvard University's Graham Allison and others that Osama bin Laden gave a group of Chechens $30 million in cash and two tons of opium in exchange for 20 nuclear warheads. Then there is the "report" about how al Qaeda acquired a Russian-made suitcase nuclear bomb from Central Asian sources that had a serial number of 9999 and could be exploded by mobile phone.

If these attention-grabbing rumors were true, one might think the terrorist group (or its supposed Chechen suppliers) would have tried to set off one of those things by now or that al Qaeda would have left some trace of the weapons behind in Afghanistan after it made its very rushed exit in 2001. Instead, nada. It turns out that getting one's hands on a working nuclear bomb is actually very difficult.

In 1998, a peak year for loose nuke stories, the head of the U.S. Strategic Command made several visits to Russian military bases and pointedly reported, "I want to put to bed this concern that there are loose nukes in Russia. My observations are that the Russians are indeed very serious about security." Physicists Richard Garwin and Georges Charpak have reported, however, that this forceful firsthand testimony failed to persuade the intelligence community "perhaps because it [had] access to varied sources of information." A decade later, with no credible reports of purloined Russian weapons, it rather looks like it was the general, not the spooks, who had it right.

By all reports (including Allison's), Russian nukes have become even more secure in recent years. It is scarcely rocket science to conclude that any nuke stolen in Russia is far more likely to go off in Red Square than in Times Square. The Russians seem to have had no difficulty grasping this fundamental reality.

Setting off a stolen nuke might be nearly impossible anyway, outside of TV's 24 and disaster movies. Finished bombs are routinely outfitted with devices that will trigger a nonnuclear explosion to destroy the bomb if it is tampered with. And, as Stephen Younger, former head of nuclear weapons research and development at Los Alamos National Laboratory, stresses, only a few people in the world know how to cause an unauthorized detonation of a nuclear weapon. Even weapons designers and maintenance personnel do not know the multiple steps necessary. In addition, some countries, including Pakistan, store their weapons disassembled, with the pieces in separate secure vaults.

"Al Qaeda Is Searching for a Nuclear Capability."

Prove it. Al Qaeda may have had some interest in atomic weapons and other weapons of mass destruction (WMD). For instance, a man who defected from al Qaeda after he was caught stealing $110,000 from the organization -- "a lovable rogue," "fixated on money," who "likes to please," as one FBI debriefer described Jamal al-Fadl -- has testified that members tried to purchase uranium in the mid-1990s, though they were scammed and purchased bogus material. There are also reports that bin Laden had "academic" discussions about WMD in 2001 with Pakistani nuclear scientists who did not actually know how to build a bomb.

But the Afghanistan invasion seems to have cut any schemes off at the knees. As analyst Anne Stenersen notes, evidence from an al Qaeda computer left behind in Afghanistan when the group beat a hasty retreat indicates that only some $2,000 to $4,000 was earmarked for WMD research, and that was mainly for very crude work on chemical weapons. For comparison, she points out that the Japanese millennial terrorist group, Aum Shinrikyo, appears to have invested $30 million in its sarin gas manufacturing program. Milton Leitenberg of the Center for International and Security Studies at the University of Maryland-College Park quotes Ayman al-Zawahiri as saying that the project was "wasted time and effort."

Even former International Atomic Energy Agency inspector David Albright, who is more impressed with the evidence found in Afghanistan, concludes that any al Qaeda atomic efforts were "seriously disrupted" -- indeed, "nipped in the bud" -- by the 2001 invasion of Afghanistan and that after the invasion the "chance of al Qaeda detonating a nuclear explosive appears on reflection to be low."

"Fabricating a Bomb Is 'Child's Play.'"

Hardly. An editorialist in Nature, the esteemed scientific journal, did apply that characterization to the manufacture of uranium bombs, as opposed to plutonium bombs, last January, but even that seems an absurd exaggeration. Younger, the former Los Alamos research director, has expressed his amazement at how "self-declared 'nuclear weapons experts,' many of whom have never seen a real nuclear weapon," continue to "hold forth on how easy it is to make a functioning nuclear explosive." Uranium is "exceptionally difficult to machine," he points out, and "plutonium is one of the most complex metals ever discovered, a material whose basic properties are sensitive to exactly how it is processed." Special technology is required, and even the simplest weapons require precise tolerances. Information on the general idea for building a bomb is available online, but none of it, Younger says, is detailed enough to "enable the confident assembly of a real nuclear explosive."

A failure to appreciate the costs and difficulties of a nuclear program has led to massive overestimations of the ability to fabricate nuclear weapons. As the 2005 Silberman-Robb commission, set up to investigate the intelligence failures that led to the Iraq war, pointed out, it is "a fundamental analytical error" to equate "procurement activity with weapons system capability." That is, "simply because a state can buy the parts does not mean it can put them together and make them work."

For example, after three decades of labor and well over $100 million in expenditures, Libya was unable to make any progress whatsoever toward an atomic bomb. Indeed, much of the country's nuclear material, surrendered after it abandoned its program, was still in the original boxes.

"Iranian and North Korean Nukes Are Intolerable."

Not unless we overreact. North Korea has been questing after nuclear capability for decades and has now managed to conduct a couple of nuclear tests that seem to have been mere fizzles. It has also launched a few missiles that have hit their presumed target, the Pacific Ocean, with deadly accuracy. It could do far more damage in the area with its artillery.

If the Iranians do break their solemn pledge not to develop nuclear weapons (perhaps in the event of an Israeli or U.S. airstrike on their facilities), they will surely find, like all other countries in our nuclear era, that the development has been a waste of time (it took Pakistan 28 years) and effort (is Pakistan, with its enduring paranoia about India and a growing jihadi threat, any safer today?).

Moreover, Iran will most likely "use" any nuclear capability in the same way all other nuclear states have: for prestige (or ego-stoking) and deterrence. Indeed, as strategist and Nobel laureate Thomas Schelling suggests, deterrence is about the only value the weapons might have for Iran. Such devices, he points out, "should be too precious to give away or to sell" and "too precious to 'waste' killing people" when they could make other countries "hesitant to consider military action."

If a nuclear Iran brandishes its weapons to intimidate others or get its way, it will likely find that those threatened, rather than capitulating or rushing off to build a compensating arsenal, will ally with others (including conceivably Israel) to stand up to the intimidation. The popular notion that nuclear weapons furnish a country with the ability to "dominate" its area has little or no historical support -- in the main, nuclear threats over the last 60 years have either been ignored or met with countervailing opposition, not with timorous acquiescence. It was conventional military might -- grunts and tanks, not nukes -- that earned the United States and the Soviet Union their respective spheres of influence during the Cold War.

In his 2008 campaign, Obama pointedly pledged that, as president, he would "do everything in my power to prevent Iran from obtaining a nuclear weapon … everything." Let us hope not: The anti-proliferation sanctions imposed on Iraq in the 1990s probably led to more deaths than the bombs dropped on Hiroshima and Nagasaki, and the same can be said for the ongoing war in Iraq, sold as an effort to root out Saddam Hussein's nukes. There is nothing inherently wrong with making nonproliferation a high priority, so long as it is topped with a somewhat higher one: avoiding policies that can lead to the deaths of tens or hundreds of thousands of people under the obsessive sway of worst-case-scenario fantasies.

Obama has achieved much in his first year as president on foreign policy through toning down rhetoric, encouraging openness toward international consultation and cooperation, and helping revise America's image as a threatening and arrogant loose cannon. That's certainly something to build on in year two.

The forging of nuclear arms reduction agreements, particularly with the Russians, could continue the process. Although these are mostly feel-good efforts that might actually hamper the natural pace of nuclear-arms reductions, there is something to be said for feeling good. Reducing weapons that have little or no value may not be terribly substantive, but it is one of those nice gestures that can have positive atmospheric consequences -- and one that can appear to justify certain Nobel awards.

The confrontations with Iran and North Korea over their prospective or actual nukes are more problematic. Obama and Secretary of State Hillary Clinton have already contributed big time to the hysteria that has become common coin within the foreign-policy establishment on this issue. It is fine to apply diplomacy and bribery in an effort to dissuade those countries from pursuing nuclear weapons programs: We'd be doing them a favor, in fact. But, though it may be heresy to say so, the world can live with a nuclear Iran or North Korea, as it has lived now for 45 years with a nuclear China, a country once viewed as the ultimate rogue. If push eventually comes to shove in these areas, the solution will be a familiar one: to establish orderly deterrent and containment strategies and avoid the temptation to lash out mindlessly at phantom threats.

Iran Shielding Its Nuclear Efforts in Maze of Tunnels

Last September, when Iran’s uranium enrichment plant buried inside a mountain near the holy city of Qum was revealed, the episode cast light on a wider pattern: Over the past decade, Iran has quietly hidden an increasingly large part of its atomic complex in networks of tunnels and bunkers across the country.

In doing so, American government and private experts say, Iran has achieved a double purpose. Not only has it shielded its infrastructure from military attack in warrens of dense rock, but it has further obscured the scale and nature of its notoriously opaque nuclear effort. The discovery of the Qum plant only heightened fears about other undeclared sites.

Now, with the passing of President Obama’s year-end deadline for diplomatic progress, that cloak of invisibility has emerged as something of a stealth weapon, complicating the West’s military and geopolitical calculus.

The Obama administration says it is hoping to take advantage of domestic political unrest and disarray in Iran’s nuclear program to press for a regimen of strong and immediate new sanctions. But a crucial factor behind that push for nonmilitary solutions, some analysts say, is Iran’s tunneling — what Tehran calls its strategy of “passive defense.”

Indeed, Secretary of Defense Robert M. Gates has repeatedly discounted the possibility of a military strike, saying that it would only slow Iran’s nuclear ambitions by one to three years while driving the program further underground.

Some analysts say that Israel, which has taken the hardest line on Iran, may be especially hampered, given its less formidable military and intelligence abilities.

“It complicates your targeting,” said Richard L. Russell, a former Central Intelligence Agency analyst now at the National Defense University. “We’re used to facilities being above ground. Underground, it becomes literally a black hole. You can’t be sure what’s taking place.”

Even the Israelis concede that solid rock can render bombs useless. Late last month, the Israeli defense minister, Ehud Barak, told Parliament that the Qum plant was “located in bunkers that cannot be destroyed through a conventional attack.”

Heavily mountainous Iran has a long history of tunneling toward civilian as well as military ends, and Mahmoud Ahmadinejad has played a recurring role — first as a transportation engineer and founder of the Iranian Tunneling Association and now as the nation’s president.

There are hundreds, perhaps thousands, of big tunnels in Iran, according to American government and private experts, and the lines separating their uses can be fuzzy. Companies owned by the Islamic Revolutionary Guards Corps of Iran, for example, build civilian as well as military tunnels.

No one in the West knows how much, or exactly what part, of Iran’s nuclear program lies hidden. Still, evidence of the downward atomic push is clear to the inquisitive.

Google Earth, for instance, shows that the original hub of the nuclear complex at Isfahan consists of scores of easily observed — and easy to attack — buildings. But government analysts say that in recent years Iran has honeycombed the nearby mountains with tunnels. Satellite photos show six entrances.

Iranian officials say years of veiled bombing threats prompted their country to exercise its “sovereign right” to protect its nuclear facilities by hiding them underground. That was their argument when they announced plans in November to build 10 uranium enrichment plants. Despite the improbability and bluster of the claim, Iran’s tunneling history gave it a measure of credibility.

“They will be scattered in the mountains,” the chief of the Atomic Energy Organization of Iran, Ali Akbar Salehi, told Iran’s Press TV. “We will be using the passive defense so that we don’t need to have active defense, which is very expensive.”

Mr. Gates, along with other Western officials, has dismissed that line of argument as cover for a covert arms program.

“If they wanted it for peaceful purposes,” he said of the Qum plant on CNN, “there’s no reason to put it so deep underground, no reason to be deceptive about it, keep it a secret for a protracted period of time.”

Iran denies that its nuclear efforts are for military purposes and insists that it wants to unlock the atom strictly for peaceful aims, like making electricity. It says it wants to build many enrichment plants to fuel up to 20 nuclear power plants, a plan many economists question because Iran ranks second globally in oil and natural gas reserves.

Ploy or not, any expansion seems unlikely to zoom ahead. After a decade of construction, Iran’s main enrichment plant, at Natanz, operates at a tiny fraction of its capacity. The Qum plant is only half built. Nuclear experts say the new plants, if attempted, may not materialize for years or decades. Even so, they note that tunnels would be the easiest part of the plan and may get dug relatively soon.

Despite the questions about whether the West can credibly threaten to destroy Iran’s nuclear program, analysts insist that the United States, Israel and their allies will never rule out that option. The Pentagon, in fact, is racing to develop a powerful new tunnel-busting bomb.

“Deeply buried targets have been a problem forever,” said Greg Duckworth, a civilian scientist who recently led a Pentagon research effort to pinpoint enemy tunnels. “And it’s getting worse.”

A Tunnel Expert

Mr. Ahmadinejad began professional life as a transportation engineer with close ties to the Revolutionary Guards and an abiding interest in tunnels.

He helped found the Iranian Tunneling Association in 1998, according to the group’s Web site. That year, the Tehran subway began a major expansion, and Iran, in secret, accelerated its nuclear program.

In early 2004, while mayor of Tehran, Mr. Ahmadinejad served as chairman of the Sixth Iranian Tunneling Conference. He praised the leaders of ancient Persia for creating networks of subterranean waterways and called for the creation of new “tunnels” between the government, universities and professional groups.

“I ask God to help us all,” he said in a paper. Such tunneling conferences, held regularly in Tehran, draw global manufacturers of tunnel-boring machines — giant devices as big as locomotives that dig quickly through rocky strata. Terratec, an Australian maker, noted early last year that Iran had recently become “one of the most active markets in the world.”

Many of the companies keep offices in Tehran. Herrenknecht, a German firm considered the market leader, lists three. Engineers say Iran has hundreds of miles of civilian tunneling projects under way, including subways in Tehran, Isfahan, and Shiraz, highway tunnels across the country and water tunnels to irrigate the dry interior.

By all accounts, the seeds of the downward military shift were planted during the Iran-Iraq war in the 1980s, when Iraq hit Tehran and other Iranian cities with waves of missiles. Constructing shelters, bunkers and tunnels became a patriotic duty.

An Opposition Watchdog

In 2002, the National Council of Resistance of Iran, an opposition group, revealed that Iran was building a secret underground nuclear plant at Natanz that turned out to be for enriching uranium. Enrichment plants can make fuel for reactors or, with a little more effort, atom bombs.

Satellite photos showed the Iranians burying two cavernous halls roughly half the size of the Pentagon. Estimates put the thickness of overhead rock, dirt and concrete at 30 feet — enough to frustrate bombs but not to guarantee the plant’s survival.

The disclosure of Natanz set off the West’s confrontation with Iran. Two years later, the International Atomic Energy Agency found to its surprise that Iran was tunneling in the mountains by the Isfahan site, where uranium is readied for enrichment. “Iran failed to report to the agency in a timely manner,” an I.A.E.A. paper said in diplomatic understatement.

Then, in late 2005, the Iranian opposition group held news conferences in Paris and London to announce that its spies had learned that Iran was digging tunnels for missile and atomic work at 14 sites, including an underground complex near Qum. The government, one council official said, was building the tunnels to conceal “its pursuit of nuclear weapons.” The council further charged that Mr. Ahmadinejad and the tunneling association were providing civilian cover for military work and acquisitions.

The council’s assertions got little notice. Some Western experts saw them as overstated. Some questioned the council’s objectivity because it sought the government’s overthrow. Perhaps the biggest impediment was a suspicion of defectors at a time when the American invasion of Iraq was proving to be based in part on Iraqi dissidents’ false claims about Saddam Hussein’s unconventional weapons.

United Nations atomic inspectors did check out a few of the tunnels at Isfahan, but not at Qum because the plant was on a military base and thus off limits for inspection without strong evidence of suspicious activity.

“We followed whatever they came up with,” Mohamed ElBaradei, the recently departed head of the International Atomic Energy Agency, said of the council in an interview. “And a lot of it was bogus.”

Frank Pabian, a senior adviser on nuclear nonproliferation at Los Alamos National Laboratory in New Mexico, strongly disagreed. “They’re right 90 percent of the time,” he said of the council’s disclosures about Iran’s clandestine sites. “That doesn’t mean they’re perfect, but 90 percent is a pretty good record.”

In 2007, the council announced that Iran was tunneling in the mountains near Natanz, the sprawling enrichment site. Satellite photos confirmed that.

And Qum became a vindication, though belatedly, in late September, when President Obama, flanked by the leaders of France and Britain, identified “a covert uranium enrichment facility” being constructed there.

Military Warrens

In December, the opposition group capitalized on its new stature to issue a report on Iranian military tunneling. It said Iran had dug tunnels and bunkers for research facilities, ammunition storage, military headquarters and command and control centers. “A group of factories” in the mountains east of Tehran, it said, specialize in “the manufacturing of nuclear warheads.”

Over all, the report raised to 19, from 14, the number of locations where it said tunnels — often multiple tunnels — were hiding military bases and work on arms.

American war planners see Iran’s tunnels — whatever their exact number and contents — as a serious test of military abilities. Most say there is no easy way to wipe out a nuclear program that has been well hidden, widely dispersed and deeply buried.

Among the difficulties, military experts say, are decoy tunnels and false entrances, the identification of which requires good intelligence. The experts add that Iran’s announcement about new enrichment plants may simply produce a blur of activity meant to confuse Western war planners.

David A. Kay, a nuclear specialist who led the fruitless search for unconventional arms in Iraq, said the hiding of a plant or two among the rocky labyrinths could pose a particular challenge for Israel. “They have limited intelligence for targeting,” Dr. Kay said, adding that the United States was better equipped to map out Iran’s nuclear terrain.

Raymond Tanter, an Iran expert at Georgetown University who served in the Reagan White House, agreed. “So far, the tunneling has not succeeded to the point that the American technology couldn’t get to it,” he contended. “But it makes Israel’s options more problematic, because they have less of a military edge.”

Doubts notwithstanding, the Obama administration has been careful to leave the military option on the table, and the Pentagon is racing to develop a deadly tunnel weapon.

The device — 20 feet long and called the Massive Ordnance Penetrator — began as a 2004 recommendation from the Defense Science Board, a high-level advisory group to the Pentagon.

“A deep underground tunnel facility in a rock geology poses a significant challenge,” the board wrote. “Several thousand pounds of high explosives coupled to the tunnel are needed to blow down blast doors and propagate a lethal air blast.”

The bomb carries tons of explosives and is considered 10 times more powerful than its predecessor. It underwent preliminary testing in 2007, and its first deployments are expected next summer. Its carrier is to be the B-2 stealth bomber.

Bryan Whitman, a Pentagon spokesman, told reporters in October that budget problems had delayed the weapon but that it was now back on track. Military officials deny having a specific target in mind. Still, Mr. Whitman added, war planners consider it “an important capability.”

Pakistani scientist depicts more advanced nuclear program in North Korea

North Korea has constructed a plant to manufacture a gas needed for uranium enrichment, according to a previously unpublicized account by the father of Pakistan's atomic bomb program, a development that indicates Pyongyang opened a second way to build nuclear weapons as early as the 1990s.

Pakistani scientist Abdul Qadeer Khan also said that North Korea may have been enriching uranium on a small scale by 2002, with "maybe 3,000 or even more" centrifuges, and that Pakistan helped the country with vital machinery, drawings and technical advice for at least six years.

North Korea's nuclear program is among the world's most opaque, and Khan's account could not be independently corroborated. But one U.S. intelligence official and a U.S. diplomat said his information adds to their suspicions that North Korea has long pursued the enrichment of uranium in addition to making plutonium for bombs, and may help explain Pyongyang's assertion in September that it is in the final stages of such enrichment.

Khan's account of the pilot plant, which he says North Korea built without help, is included in a narrative that depicts relations between the two countries' scientists as exceptionally close for nearly a decade. Khan says, for example, that during a visit to North Korea in 1999, he toured a mountain tunnel. There his hosts showed him boxes containing components of three finished nuclear warheads, which he was told could be assembled for use atop missiles within an hour.

"While they explained the construction [design of their bombs], they quietly showed me the six boxes" containing split cores for the warheads, as well as "64 ignitors/detonators per bomb packed in 6 separate boxes," Khan said.

Old assumptions

His visit occurred seven years before the country's first detonation, prompting some current and former U.S. officials to say that Khan's account, if correct, suggests North Korea's achievements were more advanced than previously known, and that the country may have more sophisticated weapons, or a larger number, than earlier estimated.

But Siegfried S. Hecker, a former Los Alamos National Laboratory director who was allowed to see some North Korean plutonium during a visit to its nuclear facilities in January 2004, said after hearing Khan's description of the trip he remains unconvinced that the country in 1999 had enough fissile material on hand to make such weapons.

Hecker said Khan may have tried to get himself "off the hook, to say what [he] . . . did was not that bad because these guys already had nuclear weapons. That's a nice way to cover his own tracks."

Since some of Khan's actions were exposed in 2003 and 2004, top Pakistani officials have called him a rogue proliferator. Khan said, however, there was a tacit agreement between the two governments that his laboratory "would advise and guide them with the centrifuge program and that the North Koreans would help Pakistan in fitting the nuclear warhead into the Ghauri missile" -- his country's name for its version of the Nodong missiles that Pakistan bought from North Korea.

Pakistan gave North Korea vital equipment and software, and in return North Korea also "taught us how to make Krytrons" -- extremely fast electrical switches that are used in nuclear detonations and are tightly controlled in international commerce. Contradicting Pakistani statements that the government had no involvement in such sensitive transfers, Khan says his assistance was approved by top political and Army officials, including then-Lt. Gen. Khalid Kidwai, who currently oversees Pakistan's atomic arsenal.

Khan, 73, is under house arrest in Islamabad. He has threatened to disclose sensitive information if he remains in confinement.

A contentious issue

The issue of what the hermetic country has been doing with uranium and when it started has been especially contentious since 2002. When an Obama administration envoy, Stephen Bosworth, visited North Korea this month, he "strongly put down a marker" that future talks must include discussion of uranium, a senior U.S. official said.

Pakistani officials in Washington dismissed Khan's assertions as baseless, without responding to questions about Kidwai's role. "Pakistan, as a nuclear weapons state, has always acted with full responsibility and never engaged itself in any activity in violation of the non-proliferation norms," the embassy said in a statement.

Song Ryol Han, the North Korean ambassador to the United Nations, denied that his country had a uranium program before last spring or that it ever discussed the issue "with Dr. Khan in Pakistan." Song said that "only after last April, when the U.S. hostility entered extremely critical stage" did the country start such a program as a "nuclear deterrence" measure.

Khan described his dealings with the country in official documents and in correspondence with a former British journalist, Simon Henderson, who said he thinks an accurate understanding of Pakistan's nuclear history is relevant for U.S. policymaking. The Washington Post independently verified that the documents were produced by Khan.

In his written account, Khan said the capacity of North Korea's plant for making the centrifuge feedstock, a caustic material known as uranium hexafluoride, "initially was two tons per year" and later was raised to 10 tons a year. He did not give the plant's location but said that at one point North Korea sent a kilogram of the gas it had made to Pakistan for testing. He also stated that Pakistan shared a sample of its own gas to be used as a manufacturing standard by the North Koreans.

A U.S. government nuclear expert, speaking on the condition of anonymity because of the sensitivity of the subject, said constructing a plant of this size will probably be seen as "a very serious commitment" to making nuclear arms with a method that is hard to detect. The official noted that the country was obligated to report such facilities under a global treaty to which it was a party until 2003.

Khan said he understood that North Korea's ambition was to produce enriched uranium fuel for an aged reactor because it could not rely on a continuing foreign supply of such fuel. But two officials noted that if North Korea indeed had 3,000 or more centrifuges operating by 2002, which Khan called "quite likely," then work on that scale opens the door to industrial-scale enrichment for weapons as well.

Khan said he negotiated the purchase of 10 Nodong missiles and related technology for $150 million after visiting North Korea in 1994 at the request of Benazir Bhutto, then Pakistan's prime minister, and top army officials. "As a result of this deal, 10 North Korean experts came to Kahuta and were housed within the complex," Khan said, referring to the city in northeastern Pakistan where his laboratory is situated.

Khan said three army staff chiefs approved the stay of the North Koreans, who "were officially allowed to visit all the workshops and meet and discuss freely with the scientists and engineers," including those working on P-1 centrifuges, as well as more advanced models known as P-2s.

After gaining the approval of an army chief and after the payment of funds by North Korea, "I asked my people to prepare 20 outdated P-1 machines and gave them. Since they were working in the plant and were familiar with the P-2 machines, they asked for 4 of these too."

Undermining a pledge?

Several former U.S. officials, after being informed of Khan's statements, said they undermine North Korea's 1994 pledge to work with the United States "for peace and security on a nuclear-free Korean peninsula."

"This paints a picture of even more collaboration than I assumed those countries had," said Robert G. Joseph, a prominent critic of the 1994 agreement. Joseph served as the principal nonproliferation official at the White House under President George W. Bush from 2001 to 2005 and then as undersecretary of state for arms control.

Khan said Gen. Pervez Musharraf, the chief of the army staff from 1998 to 2007 and president from 2001 to 2008, and "his right-hand men" -- including Kidwai, Khan asserted -- "knew everything and were controlling incoming and outgoing consignments." Kidwai heads the group that controls Pakistan's arsenal, estimated by some U.S. government analysts at more than 100 weapons.

But Musharraf, in his 2006 autobiography, said that Khan was responsible for all of the nuclear-related exports to North Korea and that "neither the Pakistan Army nor any of the past governments of Pakistan was ever involved or had any knowledge of A.Q.'s proliferation activities."

Inspectors Fear Iran Is Hiding Nuclear Plants - NYTimes.com

WASHINGTON — International inspectors who gained access to Iran’s newly revealed underground nuclear enrichment plant voiced strong suspicions in a report on Monday that the country was concealing other atomic facilities.

The report was the first independent account of what was contained in the once secret plant, tunneled into the side of a mountain, and came as the Obama administration was expressing growing impatience with Iran’s slow response in nuclear negotiations.

In unusually tough language, the International Atomic Energy Agency appeared highly skeptical that Iran would have built the enrichment plant without also constructing a variety of other facilities that would give it an alternative way to produce nuclear fuel if its main centers were bombed. So far, Iran has denied that it built other hidden sites in addition to the one deep underground on a military base about 12 miles north of the holy city of Qum. The inspectors were given access to the plant late last month and reported that they had found it in “an advanced state” of construction, but that no centrifuges — the fast-spinning machines needed to make nuclear fuel — had yet been installed.

The inspectors said Iran had “provided access to all areas of the facility” and planned to complete it by 2011. They also said they had been unable to interview its director and designers.

The inspectors confirmed American and European intelligence reports that the site had been built to house about 3,000 centrifuges, enough to produce enough material for one or two nuclear weapons a year. But that is too small to be useful in the production of fuel for civilian nuclear power, which is what Iran insists is the intended purpose of the site.

The plant’s existence was revealed in September, as many as seven years after construction had begun.

The report comes just two days after President Obama, on a trip to Asia, said “we are running out of time” for Iran to sign on to a deal to ship part of its nuclear fuel out of the country. He said he would begin to plan for far more stringent economic sanctions against Tehran.

He was joined during that announcement by President Dmitri A. Medvedev of Russia, but Mr. Medvedev was vague about whether Russia was prepared to join in those sanctions. Mr. Obama was expected to take up the issue on Tuesday with President Hu Jintao of China, where Mr. Obama is on a state visit. China, like Russia, has historically resisted sanctions on Iran.

In its report, the agency said that Iran’s belated “declaration of the new facility reduces the level of confidence in the absence of other nuclear facilities under construction, and gives rise to questions about whether there were any other nuclear facilities in Iran which had not been declared to the agency.”

Ian C. Kelly, a spokesman for the State Department, said the report “underscores that Iran still refuses to comply fully with its international nuclear obligations.”

Both International Atomic Energy Agency officials and American and European diplomats and nuclear experts have argued that the existence of the hidden facility at Qum would make little sense unless there was a network of related covert facilities to feed it with raw nuclear fuel.

Iran denied that it had any other facilities it had failed to report to the agency. But in a letter to the nuclear inspectors, parts of which the report quoted, Iranian officials said they had been motivated to build the underground plant by “the threats of military attacks against Iran,” a reference to the belief that Israel, the United States or other Western powers might take military action against its main uranium enrichment plant at Natanz.

“The Natanz enrichment plant was among the targets threatened with military attacks,” the Iranian letter, dated Oct. 28, argued. It said that, as a result, Iran’s Atomic Energy Organization went to a little-known military authority identified as the “Passive Defense Organization” and asked for a “contingency enrichment plant.”

The mountainous site was turned over to the nuclear authorities, they said, “in the second half of 2007,” or roughly two years before Iran made its existence known. The Obama administration has said that Iran made the news public only after it had determined that the secrecy around the facility was pierced.

The date of late 2007 is significant because earlier that year Iran had unilaterally renounced an agreement it had signed with the agency to report on any planned nuclear facilities. The agency says that, in the case of Qum, Iran has violated that agreement, which the agency contends is still in force.

In fact, it appears that the construction of the underground plant began years earlier, and the inspectors’ report noted that satellite imagery shows that tunneling work began “between 2002 and 2004,” or shortly after the revelations about the existence of Natanz, which was also built underground. That construction paused in 2004, after the Iraq war began, the report indicated, but was “resumed in 2006.”

Why Iran then resumed the construction work is unclear. But in 2006, the Bush administration indicated a greater willingness to negotiate with Iran if it first complied with three United Nations Security Council resolutions to halt enrichment activity at Natanz. Iran refused, and Monday’s report indicated it now produced about 3,900 pounds of low-enriched uranium, enough for one to two weapons if it was further enriched.

Iran does not appear to be producing fuel as quickly as it could, and there are reports that it has run into technical difficulties.

But the fact that it is continuing to add to its stockpile has, in the words of one Obama administration official, “made us increasingly less interested” in the deal to ship part of Iran’s fuel out of the country temporarily, for processing into a form that could be used in a medical reactor in Tehran. The more uranium Iran produces, the official said, the less time it would take the country to replenish enough of its supplies to build a weapon, if it decided to take that step.

Because Iran continued to produce fuel despite the United Nations resolutions, President George W. Bush also authorized a covert program, focused on the Natanz site, that was intended to disrupt its enrichment activity, by attacking both the computer and electrical infrastructure around the plant.

It is not clear that any of those actions have proven successful. But the construction of an alternative plant, protected by the adjacent Iranian Revolutionary Guards base, appeared to some Western nuclear experts to constitute an Iranian effort to have a backup plan in case it lost use of the Natanz facility.

Are nuclear weapons safe in Pakistan? - The New Yorker

In the tumultuous days leading up to the Pakistan Army’s ground offensive in the tribal area of South Waziristan, which began on October 17th, the Pakistani Taliban attacked what should have been some of the country’s best-guarded targets. In the most brazen strike, ten gunmen penetrated the Army’s main headquarters, in Rawalpindi, instigating a twenty-two-hour standoff that left twenty-three dead and the military thoroughly embarrassed. The terrorists had been dressed in Army uniforms. There were also attacks on police installations in Peshawar and Lahore, and, once the offensive began, an Army general was shot dead by gunmen on motorcycles on the streets of Islamabad, the capital. The assassins clearly had advance knowledge of the general’s route, indicating that they had contacts and allies inside the security forces.

Pakistan has been a nuclear power for two decades, and has an estimated eighty to a hundred warheads, scattered in facilities around the country. The success of the latest attacks raised an obvious question: Are the bombs safe? Asked this question the day after the Rawalpindi raid, Secretary of State Hillary Clinton said, “We have confidence in the Pakistani government and the military’s control over nuclear weapons.” Clinton—whose own visit to Pakistan, two weeks later, would be disrupted by more terrorist bombs—added that, despite the attacks by the Taliban, “we see no evidence that they are going to take over the state.”

Clinton’s words sounded reassuring, and several current and former officials also said in interviews that the Pakistan Army was in full control of the nuclear arsenal. But the Taliban overrunning Islamabad is not the only, or even the greatest, concern. The principal fear is mutiny—that extremists inside the Pakistani military might stage a coup, take control of some nuclear assets, or even divert a warhead.

On April 29th, President Obama was asked at a news conference whether he could reassure the American people that Pakistan’s nuclear arsenal could be kept away from terrorists. Obama’s answer remains the clearest delineation of the Administration’s public posture. He was, he said, “gravely concerned” about the fragility of the civilian government of President Asif Ali Zardari. “Their biggest threat right now comes internally,” Obama said. “We have huge . . . national-security interests in making sure that Pakistan is stable and that you don’t end up having a nuclear-armed militant state.” The United States, he said, could “make sure that Pakistan’s nuclear arsenal is secure—primarily, initially, because the Pakistan Army, I think, recognizes the hazards of those weapons’ falling into the wrong hands.”

The questioner, Chuck Todd, of NBC, began asking whether the American military could, if necessary, move in and secure Pakistan’s bombs. Obama did not let Todd finish. “I’m not going to engage in hypotheticals of that sort,” he said. “I feel confident that the nuclear arsenal will remain out of militant hands. O.K.?”

Obama did not say so, but current and former officials said in interviews in Washington and Pakistan that his Administration has been negotiating highly sensitive understandings with the Pakistani military. These would allow specially trained American units to provide added security for the Pakistani arsenal in case of a crisis. At the same time, the Pakistani military would be given money to equip and train Pakistani soldiers and to improve their housing and facilities—goals that General Ashfaq Parvez Kayani, the chief of the Pakistan Army, has long desired. In June, Congress approved a four-hundred-million-dollar request for what the Administration called the Pakistan Counterinsurgency Capability Fund, providing immediate assistance to the Pakistan Army for equipment, training, and “renovation and construction.”

The secrecy surrounding the understandings was important because there is growing antipathy toward America in Pakistan, as well as a history of distrust. Many Pakistanis believe that America’s true goal is not to keep their weapons safe but to diminish or destroy the Pakistani nuclear complex. The arsenal is a source of great pride among Pakistanis, who view the weapons as symbols of their nation’s status and as an essential deterrent against an attack by India. (India’s first nuclear test took place in 1974, Pakistan’s in 1998.)

A senior Pakistani official who has close ties to Zardari exploded with anger during an interview when the subject turned to the American demands for more information about the arsenal. After the September 11th attacks, he said, there had been an understanding between the Bush Administration and then President Pervez Musharraf “over what Pakistan had and did not have.” Today, he said, “you’d like control of our day-to-day deployment. But why should we give it to you? Even if there was a military coup d’état in Pakistan, no one is going to give up total control of our nuclear weapons. Never. Why are you not afraid of India’s nuclear weapons?” the official asked. “Because India is your friend, and the longtime policies of America and India converge. Between you and the Indians, you will fuck us in every way. The truth is that our weapons are less of a problem for the Obama Administration than finding a respectable way out of Afghanistan.”

The ongoing consultation on nuclear security between Washington and Islamabad intensified after the announcement in March of President Obama’s so-called Af-Pak policy, which called upon the Pakistan Army to take more aggressive action against Taliban enclaves inside Pakistan. I was told that the understandings on nuclear coöperation benefitted from the increasingly close relationship between Admiral Michael Mullen, the chairman of the Joint Chiefs of Staff, and General Kayani, his counterpart, although the C.I.A. and the Departments of Defense, State, and Energy have also been involved. (All three departments declined to comment for this article. The national-security council and the C.I.A. denied that there were any agreements in place.)

In response to a series of questions, Admiral Mullen acknowledged that he and Kayani were, in his spokesman’s words, “very close.” The spokesman said that Mullen is deeply involved in day-to-day Pakistani developments and “is almost an action officer for all things Pakistan.” But he denied that he and Kayani, or their staffs, had reached an understanding about the availability of American forces in case of mutiny or a terrorist threat to a nuclear facility. “To my knowledge, we have no military units, special forces or otherwise, involved in such an assignment,” Mullen said through his spokesman. The spokesman added that Mullen had not seen any evidence of growing fundamentalism inside the Pakistani military. In a news conference on May 4th, however, Mullen responded to a query about growing radicalism in Pakistan by saying that “what has clearly happened over the [past] twelve months is the continual decline, gradual decline, in security.” The Admiral also spoke openly about the increased coöperation on nuclear security between the United States and Pakistan: “I know what we’ve done over the last three years, specifically to both invest, assist, and I’ve watched them improve their security fairly dramatically. . . . I’ve looked at this, you know, as hard as I can, over a period of time.” Seventeen days later, he told the Senate Foreign Relations Committee, “We have invested a significant amount of resources through the Department of Energy in the last several years” to help Pakistan improve the controls on its arsenal. “They still have to improve them,” he said.

In interviews in Pakistan, I obtained confirmation that there were continuing conversations with the United States on nuclear-security plans—as well as evidence that the Pakistani leadership put much less weight on them than the Americans did. In some cases, Pakistani officials spoke of the talks principally as a means of placating anxious American politicians. “You needed it,” a senior Pakistani official, who said that he had been briefed on the nuclear issue, told me. His tone was caustic. “We have twenty thousand people working in the nuclear-weapons industry in Pakistan, and here is this American view that Pakistan is bound to fail.” The official added, “The Americans are saying, ‘We want to help protect your weapons.’ We say, ‘Fine. Tell us what you can do for us.’ It’s part of a quid pro quo. You say, also, ‘Come clean on the nuclear program and we’ll insure that India doesn’t put pressure on it.’ So we say, ‘O.K.’ ”

But, the Pakistani official said, “both sides are lying to each other.” The information that the Pakistanis handed over was not as complete as the Americans believed. “We haven’t told you anything that you don’t know,” he said. The Americans didn’t realize that Pakistan would never cede control of its arsenal: “If you try to take the weapons away, you will fail.”

High-level coöperation between Islamabad and Washington on the Pakistani nuclear arsenal began at least eight years ago. Former President Musharraf, when I interviewed him in London recently, acknowledged that his government had held extensive discussions with the Bush Administration after the September 11th attacks, and had given State Department nonproliferation experts insight into the command and control of the Pakistani arsenal and its on-site safety and security procedures. Musharraf also confirmed that Pakistan had constructed a huge tunnel system for the transport and storage of nuclear weaponry. “The tunnels are so deep that a nuclear attack will not touch them,” Musharraf told me, with obvious pride. The tunnels would make it impossible for the American intelligence community—“Big Uncle,” as a Pakistani nuclear-weapons expert called it—to monitor the movements of nuclear components by satellite.

Safeguards have been built into the system. Pakistani nuclear doctrine calls for the warheads (containing an enriched radioactive core) and their triggers (sophisticated devices containing highly explosive lenses, detonators, and krytrons) to be stored separately from each other and from their delivery devices (missiles or aircraft). The goal is to insure that no one can launch a warhead—in the heat of a showdown with India, for example—without pausing to put it together. Final authority to order a nuclear strike requires consensus within Pakistan’s ten-member National Command Authority, with the chairman—by statute, President Zardari—casting the deciding vote.

But the safeguards meant to keep a confrontation with India from escalating too quickly could make the arsenal more vulnerable to terrorists. Nuclear-security experts have war-gamed the process and concluded that the triggers and other elements are most exposed when they are being moved and reassembled—at those moments there would be fewer barriers between an outside group and the bomb. A consultant to the intelligence community said that in one war-gamed scenario disaffected members of the Pakistani military could instigate a terrorist attack inside India, and that the ensuing crisis would give them “a chance to pick up bombs and triggers—in the name of protecting the assets from extremists.”

The triggers are a key element in American contingency plans. An American former senior intelligence official said that a team that has trained for years to remove or dismantle parts of the Pakistani arsenal has now been augmented by a unit of the Joint Special Operations Command (JSOC), the élite counterterrorism group. He added that the unit, which had earlier focussed on the warheads’ cores, has begun to concentrate on evacuating the triggers, which have no radioactive material and are thus much easier to handle.

“The Pakistanis gave us a virtual look at the number of warheads, some of their locations, and their command-and-control system,” the former senior intelligence official told me. “We saw their target list and their mobilization plans. We got their security plans, so we could augment them in case of a breach of security,” he said. “We’re there to help the Pakistanis, but we’re also there to extend our own axis of security to their nuclear stockpile.” The detailed American planning even includes an estimate of how many nuclear triggers could be placed inside a C-17 cargo plane, the former official said, and where the triggers could be sequestered. Admiral Mullen, asked about increased American insight into the arsenal, said, through his spokesman, “I am not aware of our receipt of any such information.” (A senior military officer added that the information, if it had been conveyed, would most likely “have gone to another government agency.”)

A spokesman for the Pakistani military said, in an official denial, “Pakistan neither needs any American unit for enhancing the security for its arsenal nor would accept it.” The spokesman added that the Pakistani military “has been providing protection to U.S. troops in a situation of crisis”—a reference to Pakistan’s role in the war on terror—“and hence is quite capable to deal with any untoward situation.”

Early this summer, a consultant to the Department of Defense said, a highly classified military and civil-emergency response team was put on alert after receiving an urgent report from American intelligence officials indicating that a Pakistani nuclear component had gone astray. The team, which operates clandestinely and includes terrorism and nonproliferation experts from the intelligence community, the Pentagon, the F.B.I., and the D.O.E., is under standing orders to deploy from Andrews Air Force Base, in Maryland, within four hours of an alert. When the report turned out to be a false alarm, the mission was aborted, the consultant said. By the time the team got the message, it was already in Dubai.

In an actual crisis, would the Pakistanis give an American team direct access to their arsenal? An adviser to the Pentagon on counterinsurgency said that some analysts suspected that the Pakistani military had taken steps to move elements of the nuclear arsenal “out of the count”—to shift them to a storage facility known only to a very few—as a hedge against mutiny or an American or Indian effort to seize them. “If you thought your American ally was telling your enemy where the weapons were, you’d do the same thing,” the adviser said.

“Let me say this about our nuclear deterrent,” President Zardari told me, when asked about any recent understandings between Pakistan and the United States. “We give comfort to each other, and the comfort level is good, because everybody respects everybody’s integrity. We’re all big boys.”

Zardari and I met twice, first in his office, in the grand but isolated Presidential compound in Islamabad, and then, a few days later, alone over dinner in his personal quarters. Zardari, who became President after the assassination, in December, 2007, of his charismatic wife, former Prime Minister Benazir Bhutto, spent nearly eleven years in jail on corruption charges. He is widely known in Pakistan as Mr. Ten Per Cent, a reference to the commissions he allegedly took on government contracts when Bhutto was in power, and is seen by many Pakistanis as little more than a crook who has grown too close to America; his approval ratings are in the teens. He is chatty but guarded, proud but defensive, and, like many Pakistanis, convinced that the United States will always favor India. Over dinner, he spoke of his suspicions regarding his wife’s death. He said that, despite rumors to the contrary, he would complete his five-year term.

Zardari spoke with derision about what he depicted as America’s obsession with the vulnerability of his nation’s nuclear arsenal. “In your country, you feel that you have to hold the fort for us,” he said. “The American people want a lot of answers for the errors of the past, and it’s very easy to spread fear. Our Army officers are not crazy, like the Taliban. They’re British-trained. Why would they slip up on nuclear security? A mutiny would never happen in Pakistan. It’s a fear being spread by the few who seek to scare the many.”

Zardari offered some advice to Barack Obama: instead of fretting about nuclear security in Pakistan, his Administration should deal with the military disparity between Pakistan and India, which has a much larger army. “You should help us get conventional weapons,” he said. “It’s a balance-of-power issue.”

In May, Zardari, at the urging of the United States, approved a major offensive against the Taliban, sending thirty thousand troops into the Swat Valley, which lies a hundred miles northwest of Islamabad. “The enemy that we were fighting in Swat was made up of twenty per cent thieves and thugs and eighty per cent with the same mind-set as the Taliban,” Zardari said. He depicted the operation as a complete success, but added that his government was not “ready” to kill all the Taliban. His long-term solution, Zardari said, was to provide new business opportunities in Swat and turn the Taliban into entrepreneurs. “Money is the best incentive,” he said. “They can be rented.”

Zardari’s view of the Swat offensive was striking, given that many Pakistanis had been angered by the excessive use of force and the ensuing refugee crisis. The lives of about two million people were torn apart, and, during a summer in which temperatures soared to a hundred and twenty degrees, hundreds of thousands of civilians were crowded into government-run tent cities. Idris Khattak, a former student radical who now works with Amnesty International, said in Peshawar that residents had described nights of heavy, indiscriminate bombing and shelling, followed in the morning by Army sweeps. The villagers, and not the Taliban, had been hit the hardest. “People told us that the bombing the night before was a signal for the Taliban to get out,” he said.

Zardari did not dispute that there were difficulties in the refugee camps—the heat, the lack of facilities. But he insisted that the fault lay with the civilians, who, he said, had been far too tolerant of the Taliban. The suffering could serve a useful purpose: after a summer in the tents, the citizens of Swat might have learned a lesson and would not “let the Taliban back into their cities.”

Rahimullah Yusufzai, an eminent Pakistani journalist, who has twice interviewed Osama bin Laden, had a different explanation for the conditions that led to the offensive. “The Taliban were initially trying to win public support in Swat by delivering justice and peace,” Yusufzai said. “But when they got into power they went crazy and became brutal. Many are from the lowest ranks of society, and they began killing and terrorizing their opponents. The people were afraid.”

The turmoil did not end with the Army’s invasion. “Most of the people who were in the refugee camps told us that the Army was equally bad. There was so much killing,” Yusufzai said. The government had placed limits on reporters who tried to enter the Swat Valley during the attack, but afterward Yusufzai and his colleagues were able to interview officers. “They told us they hated what they were doing—‘We were trained to fight Indians.’ ” But that changed when they sustained heavy losses, especially of junior officers. “They were killing everybody after their colleagues were killed—just like the Americans with their Predator missiles,” Yusufzai said. “What the Army did not understand, and what the Americans don’t understand, is that by demolishing the house of a suspected Taliban or their supporters you are making an enemy of the whole family.” What looked like a tactical victory could turn out to be a strategic failure.

The Obama Administration has had difficulty coming to terms with how unhappy many Pakistanis are with the United States. Secretary of State Clinton, during her three-day “good-will visit” to Pakistan, late last month, seemed taken aback by the angry and, at times, provocative criticism of American policies that dominated many of her public appearances, and responded defensively.

Last year, the Washington Times ran an article about the Pressler Amendment, a 1985 law cutting off most military aid to Pakistan as long as it continued its nuclear program. The measure didn’t stop Pakistan from getting the bomb, or from buying certain weapons, but it did reduce the number of Pakistani officers who were permitted to train with American units. The article quoted Major General John Custer as saying, “The older military leaders love us. They understand American culture and they know we are not the enemy.” The General’s assessment provoked a barrage of e-mail among American officers with experience in Pakistan, and a former member of a Special Forces unit provided me with copies. “The fact that a two-star would make a statement [like] that . . . is at best naïve and actually pure bullshit,” a senior Special Forces officer on duty in Pakistan wrote. He went on:



I have met and interacted with the entire military staff from General Kayani on down and all the general officers on their joint staff and in all the services, and I haven’t spoken to one that “loves us”—whatever that means. In fact, I have read most of the TS [top secret] assessments of all their General Officers and I haven’t read one that comes close to their “loving” us. They play us for everything they can get, and we trip over ourselves trying to give them everything they ask for, and cannot pay for.

Some military men who know Pakistan well believe that, whatever the officer corps’s personal views, the Pakistan Army remains reliable. “They cannot be described as pro-American, but this doesn’t mean they don’t know which side their bread is buttered on,” Brian Cloughley, who served six years as Australia’s defense attaché to Pakistan and is now a contributor to Janes Sentinel, told me. “The chance of mutiny is slim. Were this to happen, there would be the most severe reaction” by special security units in the Pakistani military, Cloughley said. “But worry feeds irrationality, and the international consequences could be dire.”

The recollections of Bush Administration officials who dealt with Pakistan in the first round of nuclear consultations after September 11th do not inspire confidence. The Americans’ main contact was Lieutenant General Khalid Kidwai, the head of Pakistan’s Strategic Plans Division, the agency that is responsible for nuclear strategy and operations and for the physical security of the weapons complex. At first, a former high-level Bush Administration official told me, Kidwai was reassuring; his professionalism increased their faith in the soundness of Pakistan’s nuclear doctrine and its fail-safe procedures. The Army was controlled by Punjabis who, the Americans thought, “did not put up with Pashtuns,” as the former Bush Administration official put it. (The Taliban are mostly Pashtun.) But by the time the official left, at the beginning of George W. Bush’s second term, he had a much darker assessment: “They don’t trust us and they will not tell you the truth.”

No American, for example, was permitted access to A. Q. Khan, the metallurgist and so-called father of the Pakistani atomic bomb, who traded crucial nuclear-weapons components on the international black market. Musharraf placed him under house arrest in early 2004, claiming to have been shocked to learn of Khan’s dealings. At the time, it was widely understood that those activities had been sanctioned by Pakistan’s Inter-Services Intelligence (I.S.I.). Khan was freed in February, although there are restrictions on his travel. (In an interview last year, Kidwai told David Sanger, for his book “The Inheritance,” that “our security systems are foolproof,” thanks to technical controls; Sanger noted that Bush Administration officials were “not as confident in private as they sound in public.”)

A former State Department official who worked on nuclear issues with Pakistan after September 11th said that he’d come to understand that the Pakistanis “believe that any information we get from them would be shared with others—perhaps even the Indians. To know the command-and-control processes of their nuclear weapons is one thing. To know where the weapons actually are is another thing.”

The former State Department official cited the large Pakistan Air Force base outside Sargodha, west of Lahore, where many of Pakistan’s nuclear-capable F-16s are thought to be stationed. “Is there a nuke ready to go at Sargodha?” the former official asked. “If there is, and Sargodha is the size of Andrews Air Force Base, would we know where to go? Are the warheads stored in Bunker X?” Ignorance could be dangerous. “If our people don’t know where to go and we suddenly show up at a base, there will be a lot of people shooting at them,” he said. “And even if the Pakistanis may have told us that the triggers will be at Bunker X, is it true?”

In the July/August issue of Arms Control Today, Rolf Mowatt-Larssen, who recently retired after three years as the Department of Energy’s director of intelligence and counter-intelligence, preceded by two decades at the C.I.A., wrote vividly about the “lethal proximity between terrorists, extremists, and nuclear weapons insiders” in Pakistan. “Insiders have facilitated terrorist attacks. Suicide bombings have occurred at air force bases that reportedly serve as nuclear weapons storage sites. It is difficult to ignore such trends,” Mowatt-Larssen wrote. “Purely in actuarial terms, there is a strong possibility that bad apples in the nuclear establishment are willing to cooperate with outsiders for personal gain or out of sympathy for their cause. Nowhere in the world is this threat greater than in Pakistan. . . . Anything that helps upgrade Pakistan’s nuclear security is an investment” in America’s security.

Leslie H. Gelb, a president emeritus of the Council on Foreign Relations, said, “I don’t think there’s any kind of an agreement we can count on. The Pakistanis have learned how to deal with us, and they understand that if they don’t tell us what we want to hear we’ll cut off their goodies.” Gelb added, “In all these years, the C.I.A. never built up assets, but it talks as if there were ‘access.’ I don’t know if Obama understands that the Agency doesn’t know what it’s talking about.”

The former high-level Bush Administration official was just as blunt. “If a Pakistani general is talking to you about nuclear issues, and his lips are moving, he’s lying,” he said. “The Pakistanis wouldn’t share their secrets with anybody, and certainly not with a country that, from their point of view, used them like a Dixie cup and then threw them away.”

Sultan Amir Tarar, known to many as Colonel Imam, is the archetype of the disillusioned Pakistani officer. Tarar spent eighteen years with the I.S.I. in Afghanistan, most of them as an undercover operative. In the mujahideen war against the Soviet Union, in the eighties, he worked closely with C.I.A. agents, and liked the experience. “They were honest and thoughtful and provided the finest equipment,” Tarar said during an interview in Rawalpindi. He spoke with pride of shaking hands with Robert Gates in Afghanistan in 1985. Gates, now the Secretary of Defense, was then a senior C.I.A. official. “I’ve heard all about you,” Gates said, according to Tarar. “Good or bad?” “Oh, my. All good,” Gates replied. Tarar’s view changed after the Russians withdrew and, in his opinion, “the Americans abandoned us.” When I asked if he’d seen “Charlie Wilson’s War,” the movie depicting that abandonment and a Texas congressman’s futile efforts to change the policy, Tarar laughed and said, “I’ve seen Charlie Wilson. I didn’t need to see the movie.”

Tarar, who retired in 1995 and has a son in the Army, believed—as did many Pakistani military men—that the American campaign to draw Pakistan deeper into the war against the Taliban would backfire. “The Americans are trying to rent out their war to us,” he said. If the Obama Administration persists, “there will be an uprising here, and this corrupt government will collapse. Every Pakistani will then be his own nuclear bomb—a suicide bomber,” Tarar said. “The longer the war goes on, the longer it will spill over in the tribal territories, and it will lead to a revolutionary stage. People there will flee to the big cities like Lahore and Islamabad.”

Tarar believed that the Obama Administration had to negotiate with the Afghan Taliban, even if that meant direct talks with Mullah Omar, the Taliban leader. Tarar knew Mullah Omar well. “Omar trained as a young man in my camp in 1985,” he told me. “He was physically fit and mission-oriented—a very honest man who was a practicing Muslim. Nothing beyond that. He was a Talib—a student, and not a mullah. But people respected him. Today, among all the Afghan leaders, Omar has the biggest audience, and this is the right time for you to talk to him.”

Speaking to Tarar and other officers gave a glimpse of the acrimony at the top of the Pakistani government, which has complicated the nuclear equation. Tarar spoke bitterly about the position that General Kayani found himself in, carrying out the “corrupt” policies of the Americans and of Zardari, while Pakistan’s soldiers “were fighting gallantly in Swat against their own people.”

A $7.5-billion American aid package, approved by Congress in September, was, to the surprise of many in Washington, controversial in Pakistan, because it contained provisions seen as strengthening Zardari at the expense of the military. Shaheen Sehbai, a senior editor of the newspaper International, said that Zardari’s “problem is that he’s besieged domestically on all sides, and he thinks only the Americans can save him,” and, as a result, “he’ll open his pants for them.” Sehbai noted that Kayani’s term as Army chief ends in the fall of 2010. If Zardari tried to replace him before then, Kayani’s colleagues would not accept his choice, and there could be “a generals’ coup,” Sehbai said. “America should worry more about the structure and organization of the Army—and keep it intact.”

Lieutenant General Hamid Gul was the director general of the I.S.I. in the late eighties and worked with the C.I.A. in Afghanistan. Gul, who is retired, is a devout Muslim and had been accused by the Bush Administration of having ties to the Taliban and Al Qaeda—allegations he has denied. “What would happen if, in a crisis, you tried to get—or did not get—our nuclear triggers? What happens then?” Gul asked when we met. “You will have us as an enemy, with the Chinese and Russians behind us.”

If Pakistani officers had given any assurances about the nuclear arsenal, Gul said, “they are cheating you and they would be right to do so. We should not be aiding and abetting Americans.”

Persuading the Pakistan Army to concentrate on fighting the Taliban, and not India, is crucial to the Obama Administration’s plans for the region. There has been enmity between India and Pakistan since 1947, when Britain’s withdrawal led to the partition of the subcontinent. The state of Kashmir, which was three-quarters Muslim but acceded to Hindu-majority India, has been in dispute ever since, and India and Pakistan have twice gone to war over the territory. Through the years, the Pakistan Army and the I.S.I. have relied on Pakistan-based jihadist groups, most notably Lashkar-e-Taiba and Jaish-e-Mohammed, to carry out a guerrilla war against the Indians in Kashmir. Many in the Pakistani military consider the groups to be an important strategic reserve.

A retired senior Pakistani intelligence officer, who worked with his C.I.A. counterparts to track down Khalid Sheikh Mohammed, said that he was deeply troubled by the prospect of Pakistan ceding any control over its nuclear deterrent. “Suppose the jihadis strike at India again—another attack on the parliament. India will tell the United States to stay out of it, and ‘We’ll sort it out on our own,’ ” he said. “Then there would be a ground attack into Pakistan. As we begin to react, the Americans will be interested in protecting our nuclear assets, and urge us not to go nuclear—‘Let the Indians attack and do not respond!’ They would urge us instead to find those responsible for the attack on India. Our nuclear arsenal was supposed to be our savior, but we would end up protecting it. It doesn’t protect us,” he said.

“My belief today is that it’s better to have the Americans as an enemy rather than as a friend, because you cannot be trusted,” the former officer concluded. “The only good thing the United States did for us was to look the other way about an atomic bomb when it suited the United States to do so.”

Pakistan’s fears about the United States coöperating with India are not irrational. Last year, Congress approved a controversial agreement that enabled India to purchase nuclear fuel and technology from the United States without joining the Non-Proliferation Treaty, making India the only non-signatory to the N.P.T. permitted to do so. Concern about the Pakistani arsenal has since led to greater coöperation between the United States and India in missile defense; the training of the Indian Air Force to use bunker-busting bombs; and “the collection of intelligence on the Pakistani nuclear arsenal,” according to the consultant to the intelligence community. (The Pentagon declined to comment.)

I flew to New Delhi after my stay in Pakistan and met with two senior officials from the Research and Analysis Wing, India’s national intelligence agency. (Of course, as in Pakistan, no allegation about the other side should be taken at face value.) “Our worries are about the nuclear weapons in Pakistan,” one of the officials said. “Not because we are worried about the mullahs taking over the country; we’re worried about those senior officers in the Pakistan Army who are Caliphates”—believers in a fundamentalist pan-Islamic state. “We know some of them and we have names,” he said. “We’ve been watching colonels who are now brigadiers. These are the guys who could blackmail the whole world”—that is, by seizing a nuclear weapon.

The Indian intelligence official went on, “Do we know if the Americans have that intelligence? This is not in the scheme of the way you Americans look at things—‘Kayani is a great guy! Let’s have a drink and smoke a cigar with him and his buddies.’ Some of the men we are watching have notions of leading an Islamic army.”

In an interview the next afternoon, an Indian official who has dealt diplomatically with Pakistan for years said, “Pakistan is in trouble, and it’s worrisome to us because an unstable Pakistan is the worst thing we can have.” But he wasn’t sure what America could do. “They like us better in Pakistan than you Americans,” he said. “I can tell you that in a public-opinion poll we, India, will beat you.”

India and Pakistan, he added, have had back-channel talks for years in an effort to resolve the dispute over Kashmir, but “Pakistan wants talks for the sake of talks, and it does not carry out the agreements already reached.” (In late October, Manmohan Singh, the Indian Prime Minister, publicly renewed an offer of talks, but tied it to a request that Pakistan crack down on terrorism; Pakistan’s official response was to welcome the overture.)

The Indian official, like his counterparts in Pakistan, believed that Americans did not appreciate what his government had done for them. “Why did the Pakistanis remove two divisions from the border with us?” He was referring to the shifting of Pakistani forces, at the request of the United States, to better engage the Taliban. “It means they have confidence that we will not take advantage of the situation. We deserve a pat on the back for this.” Instead, the official said, with a shrug, “you are too concerned with your relationship with Pakistan.”

Pervez Musharraf lives in unpretentious exile with his wife in an apartment in London, near Hyde Park. Officials who had dealt with him cautioned that, along with his many faults, he had a disarmingly open manner. At the beginning of our talk, I asked him why, on a visit to Washington in late January, he had not met with any senior Obama Administration officials. “I did not ask for a meeting because I was afraid of being told no,” he said. At another point, Musharraf, dressed casually in slacks and a sports shirt, said that he had been troubled by the American-controlled Predator drone attacks on targets inside Pakistan, which began in 2005. “I said to the Americans, ‘Give us the Predators.’ It was refused. I told the Americans, ‘Then just say publicly that you’re giving them to us. You keep on firing them but put Pakistan Air Force markings on them.’ That, too, was denied.”

Musharraf, who was forced out of office in August, 2008, under threat of impeachment, did not spare his successor. “Asif Zardari is a criminal and a fraud,” Musharraf told me. “He’ll do anything to save himself. He’s not a patriot and he’s got no love for Pakistan. He’s a third-rater.”

Musharraf said that he and General Kayani, who had been his nominee for Chief of Army Staff, were still in telephone contact. Musharraf came to power in a military coup in 1999, and remained in uniform until near the end of his Presidency. He said that he didn’t think the Army was capable of mutiny—not the Army he knew. “There are people with fundamentalist ideas in the Army, but I don’t think there is any possibility of these people getting organized and doing an uprising. These ‘fundos’ were disliked and not popular.”

He added, “Muslims think highly of Obama, and he should use his acceptability—even with the Taliban—and try to deal with them politically.”

Musharraf spoke of two prior attempts to create a fundamentalist uprising in the Army. In both cases, he said, the officers involved were arrested and prosecuted. “I created the strategic force that controls all the strategic assets—eighteen to twenty thousand strong. They are monitored for character and for potential fundamentalism,” he said. He acknowledged, however, that things had changed since he’d left office. “People have become alarmed because of the Taliban and what they have done,” he said. “Everyone is now alarmed.”

The rise in militancy is a sensitive subject, and many inside Pakistan insist that American fears, and the implied threat to the nuclear arsenal, are overwrought. Amélie Blom, a political sociologist at Lahore University of Management Sciences, noted that the Army continues to support an unpopular President. “The survival of the coalition government shows that the present Army leadership has an interest in making it work,” she said in an e-mail.

Others are less sure. “Nuclear weapons are only as safe as the people who handle them,” Pervez Hoodbhoy, an eminent nuclear physicist in Pakistan, said in a talk last summer at a Nation and Lawyers Committee on Nuclear Policy forum in New York. For more than two decades, Hoodbhoy said, “the Pakistan Army has been recruiting on the basis of faithfulness to Islam. As a consequence, there is now a different character present among Army officers and ordinary soldiers. There are half a dozen scenarios that one can imagine.” There was no proof either that the most dire scenarios would be realized or that the arsenal was safe, he said.

The current offensive in South Waziristan marked a significant success for the Obama Administration, which had urged Zardari to take greater control of the tribal areas. There was a risk, too—that the fighting would further radicalize Pakistan. Last week, another Pakistan Army general was the victim of a drive-by assassination attempt, as he was leaving his home in Islamabad. Since the Waziristan operation was announced, more than three hundred people have been killed in a dozen terrorist attacks. “If we push too hard there, we could trigger a social revolution,” the Special Forces adviser said. “We are playing into Al Qaeda’s deep game here. If we blow it, Al Qaeda could come in and scoop up a nuke or two.” He added, “The Pakistani military knows that if there’s any kind of instability there will be a traffic jam to seize their nukes.” More escalation in Pakistan, he said, “will take us to the brink.”

During my stay in Pakistan—my first in five years—there were undeniable signs that militancy and the influence of fundamentalist Islam had grown. In the past, military officers, politicians, and journalists routinely served Johnnie Walker Black during our talks, and drank it themselves. This time, even the most senior retired Army generals offered only juice or tea, even in their own homes. Officials and journalists said that soldiers and middle-level officers were increasingly attracted to the preaching of Zaid Hamid, who joined the mujahideen and fought for nine years in Afghanistan. On CDs and on television, Hamid exhorts soldiers to think of themselves as Muslims first and Pakistanis second. He claims that terrorist attacks in Mumbai last year were staged by India and Western Zionists, aided by the Mossad. Another proselytizer, Dr. Israr Ahmed, writes a column in the Urdu press in which he depicts the Holocaust as “divine punishment,” and advocates the extermination of the Jews. He, too, is said to be popular with the officer corps.

A senior Obama Administration official brought up Hizb ut-Tahrir, a Sunni organization whose goal is to establish the Caliphate. “They’ve penetrated the Pakistani military and now have cells in the Army,” he said. (The Pakistan Army denies this.) In one case, according to the official, Hizb ut-Tahrir had recruited members of a junior officer group, from the most élite Pakistani military academy, who had been sent to England for additional training.

“Where do these guys get socialized and exposed to Islamic evangelism and the fundamentalism narrative?” the Obama Administration official asked. “In services every Friday for Army officers, and at corps and unit meetings where they are addressed by senior commanders and clerics.”
